Politburo urges continuous perfection of social policies

The Politburo has asked for the continuous implementation and perfection of social policies, aimed at better serving the people in the new period.

In a conclusion issued recently regarding the preliminary implementation results of the 11th National Party Congress’s Resolution 5 on a number of issues of social policy during the 2012-2020 period, the Politburo stated that the results achieved during the realisation of the resolution over the last eight years have affirmed the correct guidelines and policies of the Party and State and the superiority of the socialist regime in Vietnam.

However, there were still limitations and shortcomings during the implementation of a number of social policies, the conclusion stated, while pointing to the main tasks and solutions that should be carried out to continuously perfect the implementation of the resolution in the new period.

Strong focus should be paid to strengthening communication to raise public awareness and the sense of responsibility of officials and Party members, especially heads of units, as well as all the people about social policies, while developing a comprehensive, inclusive and sustainable social policy system.

The Politburo asked for urgent institutionalisation and effective implementation of social insurance policy reform to facilitate a flexible, appropriate, diversified, multi-layered and modern social insurance system with international integration towards universal social insurance.

It is also necessary to perfect the national education system in an open, constructive manner, as well as improving the quality of the learning society and educational universalisation, with the utmost importance attached to training human resources in line with economic restructuring.

Developing a healthy, synchronous, modern and integrated competitive labour market; promoting sustainable employment development and labour mobility; and paying attention to creating jobs for youngsters, the middle-aged, disadvantaged labourers and female workers are other important tasks.

The Politburo’s conclusion also urged developing a diversified and flexible social service system in terms of both quality and quantity towards a professional direction, thus meeting the needs and accessibility of target groups.

The Politburo requires the completion of a synchronous social policy system, while improving efficiency in the management and implementation of social policies by strengthening resources for their implementation and modernising management systems to meet the increasingly complex requirements of building and implementing social policies.

The State plays a key role in implementing social policies and ensures that resources for social policy implementation are commensurate with the nation’s economic development, thus meeting the basic social services needs for the people and assisting those in extremely difficult circumstances.
