Notably, the resolution on specific mechanisms and policies for addressing legal violations involving the state and private economic sector, science and technology application, innovation, and digital transformation is considered a bold move. This resolution not only establishes a legal basis for strictly penalising violations and safeguarding a healthy business environment but also encourages enterprises to boldly invest in science, technology, and innovation, thereby becoming core drivers of sustainable growth in the digital era.
In practice, many businesses face difficulties due to overlapping legal regulations; the introduction of these specific mechanisms sends a strong signal that the state is ready to create every condition necessary for businesses to thrive within the legal framework.
Furthermore, the National Assembly spent significant time discussing the direction for amending the 2024 Land Law. This is a fundamental law concerning land resources, the largest asset of the country and its people. Obstacles regarding compensation, site clearance, land valuation, and the conversion of land use purposes are clearly hindering numerous investment projects and affecting the legitimate rights of land users. The prompt finalisation of the legal framework for land is an urgent requirement that has been long awaited by the business community and the people.
The President of the National Assembly emphasised that the country is entering a phase of "acceleration and breakthroughs." The policies adopted during this session serve as a crucial legal foundation for the government, ministries, sectors, and localities to implement tasks immediately in the final months of 2026, striving to achieve double-digit growth and the development goals set for the 2026–2030 period.
To ensure the National Assembly's policies are swiftly put into practice, implementation efforts must be synchronised, urgent, and methodical.
Several major directions need to be pursued simultaneously, including stepping up the dissemination and communication of laws in a systematic and extensive manner. New laws and resolutions are only effective when correctly understood and implemented by the public and businesses. It is essential to develop a legal communication strategy that employs diverse formats — ranging from guidance publications and in-person training sessions to online digital platforms — to ensure that all target audiences have timely access to information that is comprehensive and easy to understand.
Guidance documents for implementing the new laws must be issued promptly and to a high standard, ensuring consistency, coherence, and feasibility, while simultaneously strengthening inspection, examination, and oversight of legal implementation. The National Assembly and people's councils at all levels need to strengthen supreme oversight and thematic oversight regarding the implementation of newly adopted laws and resolutions, ensuring that these policy decisions take effect and deliver results from the very beginning of their implementation.
The request is that the government, National Assembly agencies, ministries, and sectors continue to accelerate the progress of the general review of the legal system as planned; and that the National Assembly agencies, National Assembly deputy delegations, and National Assembly deputies proactively monitor and make recommendations to the National Assembly and the National Assembly Standing Committee on problems and inadequacies arising from practice.
