Promoting legal support for small and medium-sized enterprises in construction sector

The Minister of Construction has just signed and issued the Plan for Legal Support for Small and Medium-Sized Enterprises (SMEs) in 2026, aiming to strengthen the provision of legal information, raise awareness of compliance, and create a favourable business environment in the construction sector.

According to Decision No. 2528/QD-BXD, signed by Minister Tran Hong Minh, the 2026 plan focuses on providing complete and timely legal information; and simultaneously promoting the dissemination and training of business law knowledge for enterprise managers.

The core objective is to create a fundamental shift in the awareness, consciousness, and habits of legal compliance, helping to minimise legal obstacles and risks for small and medium-sized enterprises in their production and business activities.

The Ministry of Construction requires that support be proactive, unified, and closely coordinated between state management agencies and business representative organisations. The legal information provided must be accurate, timely, and relevant to the practical needs of the beneficiaries.

The 2026 plan identifies several key areas of focus, including prioritising guidance on implementing new regulations within the legal framework overseen by the Ministry of Construction; organising legal consultations at the request of businesses; and receiving suggestions for research and proposing amendments and additions to regulations that are still inadequate.

In addition, legal support will be integrated with activities to disseminate and educate the public on legal matters, aiming to enhance the effectiveness and efficiency of state management in the construction sector.

To ensure the plan is effective, the Ministry of Construction requires relevant units to ensure sufficient resources for implementation, using funds from the state budget and other legal sources as prescribed.
