The event gathered the involvement of 300 delegates who are members of the national information security (infosec) incident response network, as well as the units in charge of infosec and incident response from ministries, departments, branches and localities nationwide.
The programme was integrated with the 2019 Asia Pacific Computer Emergency Response Team (APCERT) international drill, focusing on troubleshooting incidents related to infosec risks from e-mail and vulnerable services to the information systems of agencies, organisations and businesses.
Speaking at the exercise, Deputy Minister of Information and Communications Nguyen Thanh Hung asked the participating units to be actively engaged in analysing situations and coordination forms as well as handling hypothetical incidents during the drill. They were also requested to smoothly apply Vietnam’s current regulations and standards in line with international practices in collaborating, sharing information and summarising experience lessons learnt.

Participating in the exercise, technicians and units had the chance to practice and improve their incident response skills with regards to analysing malicious codes, tracing the source of attacks, analysing network traffic and logs of web servers, and tracing the source of emails. At the same time, through the programme, organisations and individuals can check the readiness of contact points between teams, inspect contingency plans in the incident response process, and improve their incident response capabilities and coordination ability in solving transnational cyber security incidents.
According to a survey by the US-based Symantec Corporation, 94% of Vietnamese enterprises have suffered data leaks. As shown in the VNCERT statistics, Vietnam recorded 6,219 cyber-attacks in the first seven months of 2019.
