Selecting cadres with political firmness, morality and vision

Special attention has been given to Party General Secretary and President Nguyen Phu Trong’s speech at the recent national cadres’ conference. The conference discussed measures for socio-economic stabilisation and development as well as personnel work for the upcoming 13th National Party Congress.

The Politburo and the Secretariat of the 12th tenure had many directives and regulations on the work of building and rectifying the Party. Party General Secretary and President Nguyen Phu Trong also delivered a number of important speeches with comprehensive and strategic views on cadre work.

Many valuable lessons have been drawn from the 35 years of renewal that our Party has initiated and successfully implemented. After 20 years of implementing Resolution No.3 (the 8th tenure) on the cadre strategy, and based on the current national and international situation requirements, this speech has opened up new perspectives and further concretised the implications of criteria when building a Central Committee, Politburo, and Secretariat for the new tenure.

In his speech, the Party General Secretary and President stressed that personnel work plays a crucial role in Party building and is a core part of all Party activities, determining the success or failure of the revolution. The personnel work must be well carried out from the Party congresses at all levels to the 13th National Party Congress, he said, adding that it is an especially important task in relation to the survival and sustainable development of the Party and the country.

The personnel work must be done in a scientific, strict, unbiased and objective manner at each stage, deserving the trust and expectation of the entire Party, people and armed forces. The personnel work must also be done wellfrom Party congresses at lower levels up so as to help make the best personnel preparations for the 13th national congress.

During the personnel selection and arrangement process, it is also important to have a precise assessment of cadres’ strong and weak points so as not to choose the wrong people. In addition, it is necessary to have appropriate personnel arrangement plans to bring into play the strengths and limit the weaknesses of each person in order to create a strong and relatively perfect leadership apparatus.

Members of the 13th-tenure Party Central Committee must be the Party’s true exemplars of strong political firmness, untainted morals, persistence in the goals of national independence and socialism, strategic vision, wisdom, an innovative and creative mindset, and sufficient prestige and capability to lead the country through its new development stages.
