The conference reviewed the implementation of the 2026 emulation pact during the first six months of the year and outlined priorities for the remainder of 2026. The seven cities—Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Hue and Dong Nai—reported strong socio-economic performance despite global and domestic challenges, reinforcing their role as the country's leading growth centres.
Delegates highlighted the effective implementation of nationwide campaigns launched by the Prime Minister, including those promoting innovation, science and technology, digital and green transformation, as well as modern infrastructure development, thrift and anti-waste practices. Reward and recognition systems have also been reformed, with greater emphasis on honouring frontline workers, grassroots collectives and transparent, digitalised assessment procedures.
Addressing the conference, Vice State President Vo Thi Anh Xuan stressed that emulation and commendation should be closely aligned with people's aspirations and national development goals. Rather than being symbolic campaigns, they should serve as both a driving force and a valuable resource for sustainable development. She also called on local authorities to tackle implementation bottlenecks, strengthen leadership accountability and translate political commitment into measurable results.
For the second half of 2026, the seven cities committed to maintaining their role as national growth engines while contributing to the country's target of achieving double-digit GDP growth this year. Priority will be given to public investment disbursement, innovation, digital transformation, private-sector development and administrative reform.
At the conference, on behalf of the Prime Minister, central leaders presented the Government's Emulation Flag to Ha Noi, Hai Phong and Dong Nai for their outstanding achievements in the 2025 emulation movement, while Ho Chi Minh City received the Prime Minister's Certificate of Merit.
In the first half of 2026, the seven cities accounted for 52.3% of Viet Nam's GDP, contributed more than 73% of total State budget revenue, and attracted around 42% of the country's FDI, underscoring their pivotal role in national development.
