The capital city is also planning to provide treatment to patients with zero or mild symptoms at local healthcare facilities.
The move comes as Hanoi is preparing for a surge in the number of new cases.
In the past few days, new infections in the capital have reached the three-digit figures, with 289 cases on November 15, and the ratio between close contacts and fully vaccinated people getting the disease are rising.
It is forecasted that new infections will continue to rise in the coming days as sources of infections have already been present in the community and many people returning from epidemic-hit areas fail to follow quarantine rules.
Dung noted that many residents have a complacent attitude while business facilities do not strictly follow COVID-19 prevention guidelines, warning the risk of a strong coronavirus surge.
Therefore, he asked residents to increase their awareness towards the disease and called for an enhancement of healthcare capacity from the municipal to the local levels.
