By implementing a two-tier local government model, Quang Ninh Province has concretised the central government's policies on decentralisation and delegation of power, shortening the process of resolving issues at the grassroots level, improving the effectiveness and efficiency of state management, and promoting the proactive role of authorities at all levels to better serve the people and businesses.
