Over the past period, the two-tier local government model has been operating steadily within the overall three-tier governance system spanning the central, provincial and communal levels. Throughout this process, digital transformation has served not merely as a technical support tool, but as an essential means of ensuring the smooth operation of the new model.

The pilot implementation of the “socialist commune and ward” model is a step towards further translating the goal of building socialism in Viet Nam into practice from the grassroots level.
