Viet Nam has identified the digital economy as central to its national development strategy. However, the digital economy remains constrained by numerous unresolved institutional bottlenecks, fragmented regulations, and an adaptability that lags behind the pace of digitalisation. Refining the institutional framework for the digital economy is an urgent requirement in the journey to realise the nation's development goals.

National Assembly Chairman Tran Thanh Man reaffirmed on August 3 that the institutional framework must not become a bottleneck to Viet Nam’s rapid and sustainable development, underscoring the country’s continued efforts to reform its legal and institutional systems through a renewed legislative mindset and the accelerated application of technology and digital transformation.

The tokenisation of real-world assets could become a new means of capital mobilisation, helping to realise the objective of achieving double-digit economic growth in line with Politburo Resolution No. 57-NQ/TW. A key prerequisite is a market infrastructure that ensures legal certainty, transparency, and verifiability.

Viet Nam’s PPP model will play an increasingly critical role in delivering modern, sustainable and resilient infrastructure. Success will depend on strong leadership, a robust institutional framework, high-quality project preparation capacity and trusted partnerships, said ADB Country Director for Viet Nam Shantanu Chakraborty.
