Amid growing competition to attract international capital, with increasing links to institutional quality and the speed of administrative processing, the Ministry of Finance has proposed easing market access conditions for foreign investors while expanding special investment procedures beyond functional zones.

The Viet Nam International Financial Centre in Ho Chi Minh City (VIFC-HCMC) officially launched in early 2026. Further improvement of its legal framework is now essential to enable the centre to operate effectively in practice.
