Deputy Prime Minister Pham Thi Thanh Tra has signed Decision No. 1538/QĐ-TTg, issuing a plan to implement Notice No. 123-TB/VPTW (dated July 16, 2026) from the Party Central Committee’s Office. This notice outlined the conclusions of General Secretary and President To Lam regarding the quality of Viet Nam’s workforce, solutions for sustainable job creation in rural, urban, and ethnic minority areas, and human resource training in the new development phase (the Plan).
