Developing human resources and improving job quality in the new era

Deputy Prime Minister Pham Thi Thanh Tra has signed Decision No. 1538/QĐ-TTg, issuing a plan to implement Notice No. 123-TB/VPTW (dated July 16, 2026) from the Party Central Committee’s Office. This notice outlined the conclusions of General Secretary and President To Lam regarding the quality of Viet Nam’s workforce, solutions for sustainable job creation in rural, urban, and ethnic minority areas, and human resource training in the new development phase (the Plan).

The Plan aims to ensure a thorough understanding and the serious, synchronised, and effective implementation of the contents outlined in Notice No. 123-TB/VPTW; to address existing issues and limitations; and to clearly define the responsibilities of ministries, sectors, and localities regarding human resource development, job quality improvement, skills development, and the alignment of labour supply and demand.

The Plan identifies five key task groups: creating sustainable jobs in urban areas linked to new growth models, in rural areas linked to enhancing labour value and the shift of skilled labour, and in ethnic minority areas linked to sustainable poverty reduction; innovating human resource training and building a national skills development system; and expanding job creation channels, enhancing skills, and developing a high-quality workforce.

The Plan also mandates promoting training based on business needs and orders, and establishing mechanisms for articulation between general education, vocational education, and higher education; developing dual training; and increasing practical training at enterprises, while prioritising human resources for processing and manufacturing, digital technology, semiconductors, logistics, high-tech agriculture, and the green economy.
