Salary and social insurance policies remained closely aligned with socio-economic developments during the first half of 2026, according to the Ministry of Home Affairs. The regional minimum wage was increased by an average of 7.2% from January 1, 2026, while more than two million public officials, civil servants, public employees and members of the armed forces received a salary increase from July 1, 2026.

Speaking at the National Assembly after two days of discussions, Prime Minister Pham Minh Chinh said on October 30 that the Government would submit a plan to raise salaries earlier than the scheduled date of July 1, 2026, possibly starting from January 1, 2026, based on resource balance and National Assembly deputies’ opinions.
