Viet Nam has consistently placed a strong emphasis on persons with disabilities. The spirit of safeguarding equal rights and opportunities for every citizen to participate in society was affirmed as early as the 1946 Constitution and has continued to be reinforced in the 2013 Constitution, with provisions on the protection of human rights and the right to social security.
