Accordingly, in March 2025, Viet Nam submitted its Notification on Rules of Origin within the WTO framework, based on the new template proposed by the committee’s Chair. The Agency of Foreign Trade worked closely with the Permanent Mission of Viet Nam in Geneva to carry out the notification procedures and with the Customs Department under the Ministry of Finance in finalising the notification, while conducting a thorough review to ensure that all updated legal documents were accurately reflected.
With a comprehensive legal framework, Viet Nam successfully applied the new template. As one of the first WTO members to submit a high-quality notification, Viet Nam encouraged other members to do the same to build a complete and consistent database within the WTO framework.
Hien emphasised that this is an important tool to enhance transparency and provide a reliable reference source in the event of international disputes concerning the origin of goods, while also contributing to the prevention of origin fraud and the promotion of global trade. Viet Nam has to date signed various free trade agreements (FTAs) and has become an economy with a high level of international integration.
Earlier, on the occasion of the 30th founding anniversary of the Committee on Rules of Origin in Geneva, the Vietnamese delegation also delivered a speech on the application of rules of origin to Viet Nam’s exports to WTO member countries. The session highlighted that Viet Nam’s contributions are of great significance in strengthening its position and diplomatic relations with other WTO members.
With Viet Nam’s proactive participation, WTO members positively recognised the country’s strong commitment to seriously fulfilling its obligations within the WTO framework and to promoting fair and efficient trade. The Agency of Foreign Trade affirmed its readiness to cooperate with partners, while continuing to enhance the quality of state management in this field.
The speech delivered by Hien not only helped promote Viet Nam’s image as an active and responsible member, but also reaffirmed its determination to foster a transparent and sustainable global trading system and to prevent origin fraud.
