Vietnam and Laos promote special solidarity

On October 26, the People's Committee of Kon Tum province and the government of Attapeu province in Lao, organised a ceremony in Kon Tum city, to sign a Memorandum of Understanding (MoU) from 2022 to 2027.

The delegation of Kon Tum province was led by Duong Van Trang, a member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the People's Council of Kon Tum province.

The delegation of Attapeu province was headed by Let Xaynhaphone, a member of the Lao People's Revolutionary Party (LPRP) Central Committee and the Party Committee Secretary cum Governor of Attapeu Province.

Kon Tum province and Attapeu province have had a traditional friendship, special solidarity and comprehensive cooperation over the years. According to the MoU from 2022 to 2027, the two provinces of Kon Tum and Attapeu will continue to strengthen political and diplomatic relations; regularly preserve and cultivate the special solidarity between Vietnam and Laos in general, the two provinces of Kon Tum and Attapeu in particular.

The two sides agreed to strengthen practical friendship exchanges between people from all walks of life, especially exchanges of youth, students, the army and police. Kon Tum province offers 10 scholarships for Attapeu province's staff and students, to study at training institutions in Kon Tum, under the University Program for the period 2024-2029.

The province expected to receive students in the academic year 2024; send teachers to teach Vietnamese to overseas Vietnamese children and officials, civil servants and public employees of Attapeu province. Attapeu province also offers two scholarships to study in Lao from 2023 to 2024, for officials and students of Kon Tum province, under the short-term training program.

The two provinces agreed to hold the Preliminary Conference in Kon Tum province, in 2024. In 2027, a conference will be held in Attapeu province to summarize and sign a new MoU.
