Vietnam opens the door to cooperation with traditional friends

During the difficult and arduous years of the struggle for national independence and nation building, the Vietnamese people received valuable and wholehearted assistance from traditional friends in the former Soviet Union, notably important support in training Vietnamese cadres and students. Armed with a tradition of friendship and good cooperation, Vietnam and friendly countries are more confident on the journey to bring bilateral relations to new heights.

In its foreign policy, Vietnam always attaches importance to and wishes to strengthen relations with traditional friends, including Uzbekistan and Armenia — sincere and trustworthy friends who have contributed to the success of the Vietnamese people's cause of defending and building the Fatherland.

Having established diplomatic relations with Vietnam in 1992, both Armenia and Uzbekistan consider Vietnam an important partner in the Southeast Asia. In recent time, the political relations between Vietnam and Armenia and Uzbekistan have developed well through the maintenance of high-level delegation exchanges, and all levels.

Since the two countries established diplomatic relations more than 30 years ago, cooperation between Vietnam and Armenia has continuously developed both bilaterally and multilaterally. The two countries always attach importance to and wish to continue to expand and deepen bilateral relations.

In particular, the support and assistance that the Armenian people have given to Vietnam in the struggle for national liberation and reunification, as well as in the years of national reconstruction that followed, have always been engraved in the hearts of many generations of Vietnamese people.

The door to cooperation between Vietnam and traditional friends such as Armenia and Uzbekistan is becoming increasingly open, promising to contribute to bringing bilateral relations to new heights.

On the basis of this close friendship, cooperation between Vietnam and Armenia has achieved good results in many fields. Economic and trade cooperation has made positive progress thanks to the implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Armenia is a member.

In 2024, bilateral trade turnover reached nearly 500 million USD but is still modest compared to the potential and strengths of the two countries. With the open potential for cooperation, Vietnam and Armenia both wish to promote the development of increasingly deeper and more substantial relations, commensurate with the fine tradition of friendship between the two countries.

With Uzbekistan, in recent times, the two countries have maintained many contact activities at all levels, creating a basis to promote cooperation in areas where both sides have strengths and potential, especially in trade, investment, tourism, transportation, education-training, science-technology, etc. Economic-trade cooperation is a highlight when bilateral trade exchanges recorded impressive growth, averaging about 25% per year in the period from 2021 to present.

Vietnam and Uzbekistan are making efforts to expand cooperation to potential areas such as oil and gas, education-training, cultural exchange, tourism, people-to-people exchange, and researching the opening of direct flights connecting destinations of the two countries.

At a meeting with Prime Minister Pham Minh Chinh while attending the BRICS Leaders' Meeting in Russia in October 2024, Uzbek President Shavkat Mirziyoyev affirmed that Vietnam is a reliable partner of Uzbekistan in Asia; and shared his hope that Vietnam will act as a bridge for Uzbekistan to expand ASEAN cooperation.

Both Vietnam and Uzbekistan attach importance to parliamentary cooperation, wishing to promote connectivity in the Asia-Pacific region through close exchanges and contacts at regional parliamentary forums, notably the Inter-Parliamentary Union (IPU).

The 150th IPU General Assembly (IPU-150) this year was held in Uzbekistan, with the theme “Parliamentary Action for Social Development and Justice”, with similar content to that being discussed at the United Nations. The IPU is the centre of parliamentary diplomacy around the world, working for peace, democracy, and cooperation among peoples and parliaments of countries.

In the context of the increasingly unstable and unpredictable regional and global situation, the role of the IPU in strengthening connectivity and solidarity is even more prominent. Vietnam's participation in the upcoming IPU-150 General Assembly affirms its support for the host country Uzbekistan and conveys the message that Vietnam is an active, creative, proactive and responsible participant in this multilateral parliamentary cooperation forum.

The door to cooperation between Vietnam and traditional friends such as Armenia and Uzbekistan is becoming increasingly open, promising to contribute to bringing bilateral relations to new heights.

In the overall picture of these good relationships, parliamentary cooperation continues to affirm its role as an important pillar, creating opportunities for countries to come closer together, joining hands to contribute to peace, friendship, cooperation and sustainable development.
