This was stated by Ambassador Pham Vinh Quang, deputy head of the Vietnamese delegation to the United Nations, at a debate of the UN’s Disarmament Commission (UNDC) in New York on April 5.
He said that countries possessing nuclear arms must carry out 64 specific actions, as stated in the 2010 NPT Review Conference document.
The Ambassador underlined the important role the UN disarmament conference plays and called for a comprehensive plan of action to deal with the issue as soon as possible.
All countries should work together to implement the ‘Comprehensive Nuclear Test Ban Treaty’ (CTBT), and follow the laid down detailed schedules. Negotiations on nuclear disarmament and non-proliferation must get underway to prevent a nuclear war and to halt the nuclear arms race, the diplomat warned.
Ambassador Quang emphasised the right of countries to use nuclear energy for peaceful purposes, adding that Vietnam recognises all multilateral treaties on banning weapons of mass destruction and pledged to actively contribute to the work carried out by the UN’s disarmament agencies.
