Prior to Major Phuong’s mission, Vietnam had already dispatched three officials to the IFC, including one Coast Guard officer.
Major Phuong, who is currently an assistant at the Vietnam Coast Guard’s Department of International Relations, will work at the IFC as a communications officer from February 12 to August 12, 2025.
He previously participated in UN peacekeeping missions and has all the necessary qualifications required by the IFC.
Speaking at a meeting ahead of Major Phuong’s departure on February 11, Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard, recognised Major Phuong’s efforts to enhance his capacity.
He noted that Major Phuong should understand that the mission is not only his personal honour but also represents the Vietnam Coast Guard.
The Coast Guard commander asked Major Phuong to strictly obey military disciplines and local laws, carry out his duty with the highest responsibility, and provide timely information on maritime security and safety to the Vietnam Coast Guard.
Major Phuong has also been requested to help spread a positive image of Vietnamese military officers in the eyes of international friends and local people, while ensuring absolute safety during his mission.
