To successfully implement the Party’s guidelines on scientific and technological development, innovation, and national digital transformation, the special national programme on strategic technologies has outlined a specific roadmap defined by a proactive and decisive approach.
First, during the 2026–2030 period, Viet Nam will concentrate its resources on mastering at least four strategic technologies from the list issued by the Prime Minister, while simultaneously developing and commercialising at least 15 products — five of which are positioned to successfully penetrate regional and international markets.
In parallel, the programme aims to achieve a localisation rate of approximately 40%, establish at least 20 enterprises capable of mastering core technologies, and integrate at least five enterprises directly into global value chains.
Moving into the 2031–2035 period, these objectives will be substantially escalated as the nation strives to master six strategic technologies and commercialise 25 products, with at least 15 establishing a strong international brand presence. Notably, the enterprise ecosystem will undergo significant expansion, featuring 30 core enterprises, ten of which will be deeply integrated into global supply chains.
To realise these strategic goals, the programme has set forth five synchronised groups of key tasks and solutions designed to maximise domestic capabilities. Regarding the institutional framework, the State will focus on optimising a robust legal framework while encouraging state agencies, public service units, and state-owned enterprises to take the lead in “placing orders” and prioritising the procurement and use of domestically produced strategic technology products.
Furthermore, technical infrastructure will be standardised through the synchronised development of national technical standards and regulations, alongside the enhancement of metrology, testing, and certification capabilities to guarantee the quality of Vietnamese products entering the market.
Beyond this, the programme prioritises the formation of sustainable linkages by encouraging major technology enterprises to act as key drivers, proactively collaborating with small and medium-sized enterprises, research institutes, and universities to facilitate technology transfer and optimise production resources.
At the same time, policies to attract and retain talent are being vigorously promoted through special remuneration packages for chief engineers, experts, and outstanding scientists, combined with the development of an expert network on the national digital platform for managing science, technology, and innovation. Viet Nam will proactively engage in international integration and cooperation to foster co-development and advanced technology transfer, while maximising access to global resources and expertise.
The effective implementation of this special national programme not only resolves the challenge of enhancing the economy’s productivity, quality, and competitiveness but also represents a strategic move to ensure national defence and security, while affirming Viet Nam’s intellectual prowess and standing in the new era.
