Affirming Viet Nam’s role and contributions to peace, cooperation and development

At the invitation of Brazilian President Lula da Silva, Prime Minister Pham Minh Chinh and his spouse are leading a high-ranking Vietnamese delegation to attend the expanded BRICS Summit 2025 and undertake bilateral activities in Brazil.

This marks Viet Nam’s first time participating in the expanded BRICS Summit as a BRICS Partner Country.

Prime Minister Chinh’s trip comes amid a rapidly changing and complex global landscape. Strategic competition among major powers has led to trends of separation and fragmentation. Multilateral cooperation faces numerous challenges. The world is grappling with multiple crises, including trade wars, risks of supply chain disruptions, and threats to food and energy security.

Several global hotspots are seeing escalating conflicts and complicated territorial disputes. Meanwhile, the global economic recovery remains slow and fraught with risks. Traditional and non-traditional security challenges are interwoven and have multi-dimensional impacts on the security and development of countries, especially developing nations.

With the theme 'Strengthening Global South Cooperation for More Inclusive and Sustainable Governance', the 17th BRICS Summit is taking place in Rio de Janeiro, Brazil, on July 6–7, 2025. The summit is attended by numerous leaders from BRICS member states and partner countries, as well as representatives from various nations and international organisations.

Prime Minister Pham Minh Chinh’s participation in the expanded BRICS Summit further underscores Viet Nam’s proactive, active, and responsible engagement in global efforts.

In recent times, Viet Nam has participated in several activities under the expanded BRICS Summit framework at the invitation of BRICS chairing countries. Notably, Prime Minister Chinh’s attendance at the expanded BRICS Summit 2024 was warmly welcomed by BRICS countries and highly appreciated by the international community. This past June, as the BRICS Chair for 2025, Brazil officially announced Viet Nam’s acceptance as the 10th Partner Country of BRICS.

Over more than 35 years of diplomatic relations, ties between Viet Nam and Brazil have been consistently strengthened and developed positively. The two countries upgraded their relationship to a strategic partnership in November 2024 and maintain multiple bilateral dialogue mechanisms and high-level exchanges, reflecting strong political determination to boost cooperation. Bilateral trade turnover between Viet Nam and Brazil reached nearly 8 billion USD in 2024, with the goal of achieving 15 billion USD by 2030.

Both sides are keen to enhance cooperation in fields such as agriculture, science and technology, energy, culture, sports, and defence; and continue to coordinate and support each other at international organisations and multilateral forums.

Ahead of the expanded BRICS Summit, Viet Nam reaffirmed its respect for and desire to strengthen relations with BRICS member countries, partner nations, and other invited participants. Viet Nam expressed its wish to enhance coordination at multilateral forums and promote cooperation in fields where BRICS countries possess strengths and where Viet Nam has complementary needs, such as science and technology, innovation, high-tech agriculture, renewable energy, logistics, and finance. Viet Nam shared that it highly values the role of BRICS in the multi-layered multilateral landscape, alongside other multilateral mechanisms contributing to the advancement of global governance towards balance, inclusiveness, and sustainability, and commended Brazil’s leadership as BRICS Chair in 2025.

Prime Minister Pham Minh Chinh’s participation in the expanded BRICS Summit 2025 and his bilateral activities in Brazil reflect Viet Nam’s consistent foreign policy of independence, self-reliance, diversification, and multilateralisation of external relations, as well as proactive and effective international integration in a comprehensive and profound manner. This visit also underscores Viet Nam’s consistent policy of valuing and seeking to strengthen relations with Latin American countries and contributes to implementing high-level commitments and agreements reached with Brazil during recent exchanges.

Brazil’s invitation for Viet Nam to attend the expanded BRICS Summit and to engage in bilateral activities demonstrates the host country’s respect for Viet Nam’s growing role and position as well as its interest in promoting cooperation with Viet Nam across various fields.

We wish Prime Minister Pham Minh Chinh’s trip to the expanded BRICS Summit 2025 and bilateral activities in Brazil every success in further affirming Viet Nam’s contributions, position, and role in regional and global affairs; highlighting the country’s commitment to multilateralism and international solidarity; and creating fresh momentum to deepen cooperation with partners and international friends for peace, stability, cooperation, and development.
