Can Tho should show strong determination and decisive leadership in socio-economic development

The Politburo’s Inspection and Supervision Delegation No. 28, headed by Politburo member and Secretary of the Ha Noi Municipal Party Committee Tran Duc Thang, held a working session with the Standing Board of the Can Tho Party Committee on June 8 to review the draft inspection report concerning the Standing Board of the Can Tho Party Committee.

The inspection and supervision focused on the following issues: the organisation and operation of the two-tier local government model; the implementation of tasks and solutions to ensure growth targets of 10% or higher; the implementation of the Politburo’s Resolution No. 57-NQ/TW on the development of science, technology, innovation, and digital transformation; and the review, assessment, and classification of Party organisations, Party members, and collectives and individuals holding leadership and management positions.

At the working session, the inspection delegation acknowledged and highly appreciated the important achievements Can Tho City had attained in implementing the four areas under inspection, while also pointing out several shortcomings, limitations, and both objective and subjective causes, requesting the city’s Party Committee to promptly adopt remedial measures.

Speaking at the session, Tran Duc Thang, Head of the inspection and supervision delegation, proposed that in the coming period, the Standing Board of the City Party Committee continue to focus on reviewing and improving regulations, operational rules, guidelines, and coordination mechanisms in order to enhance the effectiveness of the two-tier local government system.

Can Tho City was urged to promptly address difficulties and obstacles arising in practice, especially issues relating to decentralisation, delegation of authority, infrastructure, digital infrastructure, and shared databases.

The city should also continue reviewing and ensuring adequate staffing at the commune level, particularly in professional areas facing heavy workloads such as land management, construction, finance, information technology, and online public services, he added.

The Politburo member also asked Can Tho City to continue training, fostering, and attracting high-quality human resources to improve the quality of officials and civil servants, especially those at the commune level, ensuring they meet the requirements of the new stage.

The Can Tho City Party Committee was also requested to continue directing and implementing tasks and solutions in a decisive manner to achieve the city’s growth target of 10% or higher in line with its proposed growth scenario. This was described as an important and central objective. Tasks that can be resolved immediately should be handled without delay, and no issues should remain unresolved due to subjective reasons.

Particular attention should be given to specific solutions for growth indicators currently lagging behind the planned scenario, ensuring compensation for first-quarter results and completion of the 2026 growth target, thereby creating a foundation for achieving growth goals throughout the 2026–2030 period.

The city was also asked to continue thoroughly grasping and effectively implementing Politburo Resolution No. 57-NQ/TW, while accelerating the development of science, technology, innovation, and digital transformation across all sectors.

Politburo member Thang asked the locality to focus on improving digital infrastructure, databases, and shared platforms; enhancing the quality of human resources serving digital transformation; and speeding up the implementation of programmes, schemes, and projects serving as drivers for science, technology, and innovation. At the same time, it should strengthen inspection and supervision of the implementation of Resolution No. 57 to ensure tasks are carried out substantively with concrete products and clear results.

The Can Tho Party Committee was further required to improve the quality of reviews, assessments, and classifications of Party organisations, Party members, and collectives and individuals holding leadership and management positions at all levels, while strictly implementing central regulations on exemplary responsibility and cadre evaluation.

In addition, the city should strengthen inspection, supervision, and oversight of the implementation of directives, resolutions, and conclusions issued by the central authorities, as well as local political tasks; pay attention to supervising tasks following decentralisation and delegation of authority; promptly detect, rectify, and handle shortcomings and weaknesses within its authority; and proactively compile difficulties and obstacles beyond its authority for reporting to competent agencies for consideration and resolution.

Regarding Can Tho’s recommendations and proposals, the inspection delegation acknowledged them and stated that they would be studied, incorporated, and finalised in the official report to be submitted to the Politburo for consideration and conclusion.
