Clarification on data and administrative procedures related to land

The Ministry of Agriculture and Environment responded to voters regarding the update of the land database and the reduction of administrative procedures related to land for citizens.

The Ministry of Agriculture and Environment issued Document No. 2240/BNNMT-QLĐĐ dated March 12, 2026 regarding the response to voters’ petitions sent to the National Assembly after the 10th Session of the 15th National Assembly.

Specifically, the ministry received a petition from voters of Ha Noi forwarded by the National Assembly's Committee for People's Aspirations and Supervision in Document No. 2517/UBDNGS15 dated January 16, 2026 on transferring voters’ petitions submitted after the 10th Session of the 15th National Assembly.

Accordingly, voters reflected that in recent times the campaign to enrich and clean the national land database has been implemented nationwide; however, land plots of under 30 square metres that have not yet been granted Certificates of land use rights have not been updated. Voters requested the Government to direct relevant ministries and sectors to study and unify management methods.

The Ministry of Agriculture and Environment advised the Government to issue Decree No. 151/2025/NĐ-CP dated June 12, 2025, stipulating the division of authority of the two-level local government, decentralisation and delegation in the land sector. Accordingly, regulations have been issued on dossiers and procedures for registration of changes in land and land-attached assets when land users transfer or donate land-use rights, under which a marriage registration certificate is not required to be submitted.

The Ministry of Agriculture and Environment also advised the Government to issue Decree No. 49/2026/NĐ-CP dated December 31, 2026, detailing and guiding the implementation of a number of articles of Resolution No. 254/2025/QH15 of the National Assembly, which stipulates several mechanisms and policies to remove difficulties and obstacles in the organisation of the implementation of the Land Law.
