On November 25, 2025, authorised by the Minister of Construction, Deputy Minister Nguyen Van Sinh signed and promulgated Decision No. 2109/QD-BXD, publicising amended, supplemented, and replaced internal administrative procedures within the Ministry’s housing remit.
This decision concretises Government Decree No. 33/2025/ND-CP dated February 25, 2025, which defines the functions, tasks, powers, and organisational structure of the Ministry of Construction. The decision aims to improve the effectiveness of State management, promote sustainable housing development, and better serve the public and the armed forces.
The decision assigns implementation responsibilities clearly to the Chief of the Ministry Office, the Director of the Legal Department, the Director General of the Housing and Real Estate Market Management Agency, and other relevant units.
According to the decision, the amended and supplemented internal administrative procedures focus on streamlining processes and strengthening decentralisation and delegation of authority between central and local levels, in accordance with the 2023 Housing Law and related government decrees — such as Decree No. 140/2025/ND-CP dated June 12, 2025 on the allocation of powers between the two tiers of local government in fields under the Ministry of Construction’s State management, and Decree No. 95/2024/ND-CP dated July 24, 2024 detailing certain provisions of the Housing Law.
The issuance of this decision is one of several concrete measures to effectively implement the 2023 Housing Law, contributing to the development of a streamlined, efficient, and effective State administrative system that serves the people and the nation in the new period.
