The scheme aims to establish and pilot independent public service points operating through the public postal network, separate from Public Administration Service Centres, to expand access to public services for citizens and businesses.
Postal workers will be assigned certain tasks, including receiving and digitising applications and returning results for administrative procedures at Public Administration Service Centres and public service points operating through the public postal network.
Based on the pilot results, the scheme will assess the feasibility of gradually transferring certain public administrative tasks and services that do not necessarily need to be performed directly by the State to qualified organisations and businesses. This is expected to improve the efficiency of administrative procedure reform, promote national digital transformation, enhance service quality and increase satisfaction among citizens and businesses.
Specifically, all participating pilot service points will provide guidance and assistance to citizens and businesses in accessing digital services and online public services, registering for administrative procedures, and registering for and activating VNeID accounts in accordance with regulations. They will also enable users to track the processing of administrative applications and make online payments for eligible administrative procedures.
At least 10% of the total public postal network service points in each locality will be selected for the pilot, with postal workers assigned to receive and digitise applications and return results for administrative procedures within their designated scope.
The scheme sets out seven specific tasks and solutions to be implemented in three phases, with a final review and assessment scheduled for the first quarter of 2028.
