Enhancing added value in attracting foreign investment

According to the Foreign Investment Agency under the Ministry of Finance, attracting foreign investment is not merely about securing capital; more importantly, it involves increasing the technological content, enhancing added value, and fostering deeper participation by Vietnamese enterprises in international value chains.

In Xuan Huong Ward, Da Lat City, Lam Dong Province, the Foreign Investment Agency under the Ministry of Finance partnered with the Lam Dong Investment, Trade, and Tourism Promotion Centre on the afternoon of November 5 to host a regional briefing on foreign investment for the southern region. The event was attended by representatives from 15 provinces and cities, spanning from Hue to Ca Mau.

Speaking at the conference, Deputy Director of the Foreign Investment Agency Nguyen Anh Tuan stated that the focus must shift from merely attracting capital to enhancing the quality, efficiency, and spillover effects of foreign investment. This aligns with the spirit of Resolution 10 of the Politburo on the development of the foreign-invested economic sector, as well as the measures outlined in the Government’s Resolution 280 dated September 22, 2026.

The Deputy Director emphasised that attracting foreign investment is not just about securing capital; more importantly, it involves raising technological content, boosting added value, and fostering deeper integration of Vietnamese enterprises into regional and global value chains.

The most critical objective is to foster effective linkages and create a “spillover effect” between the foreign-invested and the domestic economic sectors. This involves attracting investment through clusters that develop entire ecosystems, thereby advancing key strategic goals in scientific and technological development, innovation, and digital transformation.

According to data from the Foreign Investment Agency, total registered foreign investment in Viet Nam reached over 50.3 billion USD in the first nine months of 2026, an increase of 76.4% compared to the same period in 2025. Of this total, newly registered capital accounted for over 29.2 billion USD across 3,108 projects; additional capital for existing projects stood at over 14.1 billion USD; and capital contributions through share purchases amounted to 6.97 billion USD. More importantly, realised disbursement of foreign direct investment (FDI) during the nine-month period reached approximately 21 billion USD, up 12.1% year-on-year.

In the 15 southern provinces and cities, registered foreign investment reached over 22 billion USD across 1,830 newly licensed projects, accounting for nearly 44% of the nationwide total. Ho Chi Minh City led the country in attracting foreign investment, with a total of over 10.4 billion USD.

Director of the Investment, Trade, and Tourism Promotion Centre of Lam Dong Province Nghiem Dinh Hieu stated that the province’s advantages — including its strategic location, transport infrastructure, and inter-regional connectivity — create favourable conditions for expanding cooperation and attracting investment resources. Project selection is aligned with the specific development priorities of each locality, with a strong emphasis on fostering linkages with domestic enterprises.

During the conference, delegates discussed challenges in attracting and managing capital, as well as solutions to bolster promotion efforts in the southern region. They also reviewed policies and regulations governing investment and explored ways to upgrade professional practices in investment promotion.

Local representatives reported on existing shortcomings in attracting and managing foreign investment, as well as inadequacies within the current policy and legal framework. Furthermore, they proposed solutions and coordination mechanisms between central and local authorities aimed at enhancing the quality and efficiency of foreign investment inflows for the 2026–2030 period.

At the event, the Foreign Investment Agency signed memoranda of understanding (MoUs) on cooperation with the Investment, Trade, and Tourism Promotion Centre of Lam Dong Province, as well as with the Management Board of Economic and Industrial Zones of Dak Lak Province.

As part of the conference, a training session on investment promotion was held for local officials overseeing promotion and management activities. Participants included representatives from Departments of Finance, investment promotion centres, and management boards of industrial zones, economic zones, and high-tech parks from provinces and cities across the southern region.
