Economic results in the first months of 2026 show that Khanh Hoa Province has continued to maintain positive growth momentum. In the first six months of the year, the province's gross regional domestic product (GRDP) increased by 9.03%, while total social investment capital rose by around 15.4%.
At the same time, the province has set a target of achieving GRDP growth of more than 10% for the entire year, while urging authorities across all levels and sectors to accelerate the disbursement of public investment capital, promote industrial production, and implement non-budget-funded projects.
Accelerating development
Notably, the southern part of the province is being planned as a key economic area, bringing together drivers of industry, energy, infrastructure, and the marine economy. A number of major projects are being implemented or prepared in the Ca Na area and its vincinity, creating substantial demand for basic infrastructure.
In practice, the challenge today is not only to attract projects, but also to ensure the necessary conditions for them to be implemented on schedule once their investment policies are approved.
When many projects are implemented simultaneously, demand for construction materials also surges. However, if supplies are not prepared in advance, businesses may find themselves in a situation where a project has received investment approval and contractors are ready, but construction sites still face delays waiting for materials.
Experience from a number of key transport projects nationwide shows that material shortages can become a direct bottleneck, stalling construction progress.
For southern Khanh Hoa Province, the greatest advantage is the availability of material resources within the area region. The challenge is to find solutions to bring these resources into the supply chain in line with planning and on schedule.
The Ca Na Fishing Port dredging project is considered a potential source for generating additional material resources for the area. The project is being carried out under a private investment model and has undergone open bidding. Tender documents were issued in June 2026, and by July 17, two investors had submitted valid bids.
One investor proposed a budget contribution of more than 9.14 billion VND and a project implementation period of 119 days, while the other proposed a contribution of more than 4.57 billion VND and a 120-day implementation period.
Alongside materials generated from dredging operations, local rock sources also must be prepared promptly to meet growing demand. Projects to extract and process construction stone and associated minerals, together with overburden soil for use as landfilling material at the quarry in the South Da Giang Mountain, have completed the auction process and are currently awaiting planning reviews to finalise licensing procedures and bring the quarry into operation. This is particularly significant as many projects are simultaneously facing growing demand for materials.
In practice, if the rock supply at Ca Na meets the necessary requirements and has sufficient capacity, exploiting local resources will help shorten transport distances, reduce pressure on transport infrastructure, and increase businesses' ability to secure their own supplies.
According to a representative of the construction contractor, if this is effectively implemented at the regional level, local authorities can proactively identify potential shortages at an early stage and promptly address them from the outset.
“This is also a practical way of supporting businesses. It is not about giving preferential treatment to any particular company, but about creating conditions for businesses to proactively develop material supply plans, minimise risks during construction, and thereby improve their ability to complete projects on schedule,” a representative of a Khanh Hoa-based business said.
Urgently maintaining growth momentum
According to a representative of Ca Na International Port, Phase 1A of the port is recording strong growth, with domestic shipments transporting wood chips, rock, and construction materials.
Ships are regularly calling at the port to transport raw materials to the locality and for export. These are specialised types of cargo that require large-scale storage and handling facilities. Ca Na International Port currently serves as a major transit point for much of this cargo thanks to its favourable location and ability to respond quickly to market demand.
Over the past eight months, the port has achieved 80% of its target in 2026, representing a 94% growth rate compared with the same period last year.
Alongside Phase 1A, which is already in operation, Phase 1B of Ca Na International Port is being urgently completed to handle international shipments carrying raw materials and oversized and overweight equipment for the construction of energy facilities such as wind power, offshore wind power, and nuclear power plants. Particularly notable is the Ca Na LNG thermal power plant project, a key national project whose implementation is being accelerated to ensure targets for increasing power generation capacity and national energy security in the new period.
Given Khanh Hoa Province's targets of accelerating disbursement, promoting industrial and energy production, attracting investment, and epediting non-budget-funded projects, carefully considering and selecting investors with proven practical capacity to ensure project progress is extremely important. This will bring benefits to local residents while also contributing to the state budget.
According to an economic expert, southern Khanh Hoa is gradually becoming a hub linking seaports, industry, energy, and logistics. To translate this opportunity into tangible growth capacity, the necessary construction inputs must be prepared commensurately. An investment decision can create a project, but timely decisions on resources and procedures are what enable a project to truly become a reality.
Therefore, securing local material supplies proactively, accelerating the necessary procedures, completing the selection of an investor for the Ca Na Fishing Port dredging project as soon as possible, and creating conditions for qualified rock sources such as the Giang quarry to join the supply chain are urgent tasks.
