The documents of the 14th National Party Congress emphasise the need for clear and specific criteria to assess work effectiveness, namely the outputs, performance results and work outcomes of each official.
This marks an important shift away from qualitative assessment towards evaluating officials on the basis of concrete results and outputs. In line with this approach, developing a digital system to score officials’ competencies and integrate data on work performance and deliverables represents a new method of personnel evaluation in the current period. The assessment criteria are tailored to each job position and title standard and linked to individual responsibilities, making the process more specific and quantifiable. To translate the resolution into practice, many Party committees and localities have introduced key performance indicator (KPI) systems to modernise governance, measure public-service performance and assess officials in a more open, transparent and substantive manner.
In Ha Noi, the Standing Board of the Municipal Party Committee issued Regulation No. 11-QD/TU dated March 25, 2026, on the monthly assessment and classification of officials, civil servants, public employees and contract workers, linked with performance assessment and measurement methods using objectives and key results and key performance indicators (OKR/KPI) across the city’s political system.
The system is being implemented on the HanoiWork digital platform, under which each official is assigned clear objectives, specific measurement indicators, deadlines, schedules and requirements regarding the level and quality of task completion. Assessments are conducted monthly and serve as a basis for determining the degree to which individuals and collectives have fulfilled their duties. To date, the system has been deployed at 179 units, involving more than 77,000 officials, with nearly 240,000 tasks created and monitored in the digital environment.
Ha Noi is the first locality to translate 20 groups of key tasks into 138 specific tasks, 148 digital transformation tasks and 110 assessment indicators. Following a pilot period at five units, the OKR/KPI method on the HanoiWork platform has produced positive changes. Regulation No. 11-QD/TU has contributed to changing the system’s mode of operation. In the first quarter of 2026, Ha Noi assessed 647 officials under the management of the Standing Board of the Municipal Party Committee, of whom 107 were rated as having excellently fulfilled their duties, accounting for nearly 17%, while 538 were rated as having successfully fulfilled their duties, representing more than 83%.
Hoan Kiem Ward is one of the five units assigned by the Ha Noi Municipal Party Committee to pilot the evaluation of officials using the OKR/KPI method. Since April 1, 2026, all agencies and units in the ward have participated in the pilot programme on the HanoiWork platform.
Several other localities nationwide are also applying OKR/KPI-based performance assessments. Since early 2026, Thanh Hoa Province has evaluated officials according to work results under a set of KPI criteria, piloting the model in Hac Thanh Ward and Dong Son Ward. The province is continuing to develop and refine its assessment indicators, gradually shifting from administrative management to modern governance and from an emphasis on processes to a focus on results.
In Thai Nguyen Province, the Standing Board of the Provincial Party Committee issued Regulation No. 870-QD/TU on the monthly assessment and classification of officials, civil servants, public employees and contract workers, linked with KPI-based assessment and measurement across the political system.
Nghe An Province has recently issued a document on the pilot application of a set of criteria and performance assessment software for provincial- and commune-level officials, civil servants and public employees from July 1, 2026. The pilot will provide a basis for further refinement before broader application across the province’s political system is considered.
Implementing this solution provides a foundation for improving the effectiveness and efficiency of State management and building a contingent of “disciplined and professional” officials, with results, outputs, and the satisfaction and confidence of citizens and businesses serving as the principal measures, in line with the spirit of the Resolution of the 14th National Party Congress.
