Government issues Action Plan on attracting and utilising talent

On behalf of the government, Deputy Prime Minister Pham Thi Thanh Tra has signed Resolution No. 336/NQ-CP (dated October 23, 2026), issuing the government’s action plan to implement Conclusion No. 105-KL/TW (dated October 15, 2026) of the 14th Party Central Committee regarding the attraction and utilisation of talent in key sectors and fields to foster the country’s rapid and sustainable development.

Accordingly, the government has tasked the Ministry of Home Affairs with leading and coordinating with relevant ministries and agencies to develop and submit to the government a proposal for a National Assembly resolution that establishes special mechanisms and policies concerning talent management.

This includes developing a national framework of criteria for talent that is open and flexible, comprising both general criteria and specific criteria tailored to different target groups, sectors, fields, and types of tasks.

Furthermore, the ministry is to develop and manage — in a unified and synchronised manner — a national database on talent, a national index system for talent, and a national portal for talent.

This involves defining — or submitting to the competent authority for definition — the criteria, assessment methods, and mechanisms for collecting, updating, verifying, connecting, sharing, and utilising data, while ensuring consistency, information security, and the protection of personal data.

Additionally, a mechanism for recognising and honouring national talent must be established, ensuring that the process is open, transparent, substantive, and directly linked to the effectiveness of an individual’s contributions.

The Ministry of Science and Technology, in coordination with the Ministry of Home Affairs and relevant agencies, shall take the lead in identifying and updating the list of key sectors and fields, strategic tasks, major programs, schemes, projects, and initiatives, significant national-level challenges, and breakthrough tasks that require the recruitment of top-tier talent; it shall also submit these to the competent authority for issuance, or issue and announce them within its own scope of authority.

The Ministry of Education and Training shall take the lead, in coordination with the Ministry of Home Affairs, the Ministry of Science and Technology, the Ministry of Finance, and relevant agencies, to develop a “Talent-Leading-Talent” programme.

This includes implementing mentorship, guidance, and exchange mechanisms between leading experts and young talent, as well as establishing programs for the early identification, selection, training, cultivation, and development of talent tailored to specific target groups, sectors, fields, and stages.

The Ministry of Finance, in coordination with the Ministry of Home Affairs, the Ministry of Science and Technology, and relevant agencies, shall take the lead to develop specific financial mechanisms for the recruitment and effective utilisation of talent.

It shall allocate state budget funds for talent-related initiatives — aiming for approximately 0.1% of GDP annually — within the total resources dedicated to science, technology, innovation, and digital transformation; localities with budgetary autonomy may authorise higher levels of expenditure.
