Ha Noi, Saint Petersburg deepen cooperation

A meeting between a Ha Noi delegation led by Vice Chairman of the municipal People’s Committee Nguyen Xuan Luu and Sergey Osipov, Head of the Saint Petersburg Government’s Representative Office in Moscow, recently took place at the office in the Russian capital.

The meeting took place on the sidelines of the State visit to the Russian Federation by General Secretary and President To Lam, his spouse, and a high-ranking Vietnamese delegation.

Representing Saint Petersburg at the meeting were also Dmitry Dmitriev, a deputy of the seventh convocation of the Saint Petersburg Legislative Assembly, and Vyacheslav Kalganov, Deputy Chairman of the Committee for External Relations of Saint Petersburg. The meeting was coordinated with the support of the Vietnamese Embassy in Russia and the Russia–Viet Nam Traditions and Friendship Foundation.

Vice Chairman of the Ha Noi municipal People’s Committee Nguyen Xuan Luu extended greetings from Politburo member and Secretary of the Ha Noi Party Committee Tran Duc Thang to Saint Petersburg Governor Alexander Beglov, alongside an invitation to visit Ha Noi at a convenient time this year. The Ha Noi side also proposed combining a visit by Saint Petersburg leaders with an extensive cultural programme featuring artists from the Russian city, as well as exploring opportunities to implement targeted business and investment projects in the two cities.

Vice Chairman of the Ha Noi municipal People’s Committee Nguyen Xuan Luu expressed interest in a proposed monument honouring Soviet and Vietnamese civilian experts, and suggested that the Russian side submit a written proposal, along with a design concept, to the Ha Noi authorities for consideration.

The Ha Noi representative also announced that the capital plans to send delegates to Saint Petersburg to attend the second Russia–Viet Nam People’s Diplomacy Forum in October 2026 and the annual Viet Nam Week in May 2027.

Sergey Osipov, Head of the Saint Petersburg Government’s Representative Office in Moscow, highlighted Saint Petersburg’s pivotal role in Russia’s economy, history, culture, and education. He underscored the need to further strengthen effective cooperation between Saint Petersburg and Ha Noi, thereby making greater contributions to Viet Nam–Russia relations.

Dmitry Dmitriev, a deputy of the Saint Petersburg Legislative Assembly, highlighted the close and complementary coordination between the city’s legislative and executive authorities in promoting relations with Viet Nam. He also affirmed Saint Petersburg’s readiness to expand cooperation across a wide range of fields, particularly infrastructure development in Ha Noi and tourism promotion.

At the meeting, Vyacheslav Kalganov also shared the results achieved so far and outlined future directions for cooperation between Saint Petersburg and Vietnamese localities.
