The planning study scope covers the entire administrative boundary of Ha Noi and related surrounding areas (according to regional connectivity orientation). The study area covers approximately 3,359.84 km² (335,984 hectares). The planning project covers the entire area, with a projected population of 15–16 million people in Ha Noi by 2045, increasing to 17–19 million people by 2065.
The planning boundaries are defined by Ha Noi’s northern border with Thai Nguyen and Phu Tho Provinces; and its southern and southwestern borders with Ninh Binh and Phu Tho Provinces.
In subsequent phases, the population size is projected to remain stable, not exceeding 20 million people. The forecasts are calculated based on the development context and practical needs of each period, while ensuring population density standards and limiting pressure on urban infrastructure.
The planning period extends to 2065 to facilitate the forecasting and calculation of economic and technical indicators. Simultaneously, the project also studies long-term strategic directions with a 100-year vision, building development scenarios according to milestones in 2035, 2045, and 2065.
The contributions of the people will be an important basis for building a scientific, feasible plan that is consistent with the requirements of sustainable development in Hanoi.

According to the detailed plan for the implementation of research, organisation, preparation, appraisal, and approval of the Master Plan for the Capital City by the Ha Noi People's Committee, the deadline for approval is March 30, 2026, and the plan will be published on April 6, 2026.
