The city has set an ambitious goal of exceeding 10% growth in Gross Regional Domestic Product (GRDP) and aims to meet or surpass 22 socio-economic development indicators in 2025.
The city will focus on implementing its 2025 theme: “Streamlining and strengthening the organisational structure for efficiency and productivity; accelerating digital transformation; implementing National Assembly Resolution No. 98/2023/QH15; and resolving longstanding issues in the city.”
Ho Chi Minh City is prioritising the effective deployment of its master planning for the 2021-2030 period, with a vision toward 2050, alongside adjustments to its plans to 2040 with a vision toward 2060. Several key projects and programmes will play a central role, including International Financial Centre; Urban Railway System; Infrastructure Development Plans, including coastal road research and railway projects such as Thu Thiem-Long Thanh; Can Gio International Transshipment Port; Belt Roads 2, 3, and 4; Logistics Centre Development Programme; International Exhibition and Convention Centre; Flood Control and Wastewater Treatment Programmes; and Housing Development Programme in the 2021-2030 period.
To strengthen governance, the city will focus on restructuring its administrative machinery to make it leaner, more effective, and better aligned with modern demands. This will be guided by the Politburo’s instructions to implement Resolution No. 18-NQ/TW dated October 25, 2017. Administrative restructuring will also be integrated with digital transformation, job position planning, and the capacity-building of officials and civil servants.
To support the business community, the city has assigned specific roles to various departments. The Department of Finance will oversee and address difficulties faced by state-owned enterprises under the city’s management.
The Ho Chi Minh City Trade and Investment Promotion Centre will act as a hub to receive and resolve concerns raised by businesses and industry associations. These efforts will be consolidated and reported by the Department of Planning and Investment.
The Department of Planning and Investment has been tasked with mobilising resources to meet the city’s 2025 development goals. The target is to secure at least 600 trillion VND (23 billion USD) in development investment, including 112 trillion VND from the state budget and 488 trillion VND from social resources.
The Department of Science and Technology will oversee controlled trials of new technology solutions within high-tech and IT zones. Policies to exempt corporate and personal income taxes related to innovation and technology adoption will be pursued to encourage new business models and activities.
With a clear focus on governance reform, infrastructure development, and innovation, Ho Chi Minh City is poised to achieve its goal of double-digit growth in 2025. These efforts will boost the local economy, strengthening the city’s position as a leading economic hub in the region.
