Judicial cooperation promoted between Viet Nam and the EU

Nguyen Van Quang, Secretary of the Party Central Committee and Chief Justice of the Supreme People’s Court of Viet Nam hosted a working session in Ha Noi on June 4 with Julien Guerrier, Ambassador of the European Union (EU) to Viet Nam.

At the meeting, Chief Justice Nguyen Van Quang expressed his sincere appreciation to Ambassador Julien Guerrier and members of the delegation for visiting and working with the Supreme People’s Court of Viet Nam. He affirmed that relations between Viet Nam and the EU have continued to develop positively across many fields in recent years, with legal and judicial cooperation achieving encouraging results through practical cooperation programmes and projects.

As head of Viet Nam’s court system, Chief Justice Nguyen Van Quang expressed his desire to further strengthen cooperation between Viet Nam and the EU in general, and between Viet Nam’s legal and judicial institutions and European partners in particular.

In particular, he proposed that the EU continue supporting capacity-building programmes for Vietnamese judges in order to meet growing demands in handling cases involving foreign elements, international commercial disputes, and cross-border crimes, especially cybercrime.

Chief Justice Nguyen Van Quang also shared that Viet Nam is actively improving its legal framework, enhancing the investment and business environment, and continuing to revise and refine regulations in the fields of criminal, civil and procedural law in order to meet the country’s development requirements amid increasingly deep international integration.

Ambassador Julien Guerrier noted that, after 25 years of development, Viet Nam–EU relations have achieved significant progress and have been elevated to a Comprehensive Strategic Partnership. Viet Nam is currently an important strategic partner of the EU within ASEAN and one of the EU’s leading trading partners in the region.

Addressing judicial cooperation, Ambassador Julien Guerrier highlighted the launch of the EU Justice and Legal Empowerment Programme in Viet Mam (EU JULE Phase II), with a total budget of 25 million EUR. The Supreme People’s Court of Viet Nam is one of the project’s key partners and achieved many positive results during the previous phase.

Through cooperation between the EU, United Nations agencies and the Supreme People’s Court of Viet Nam, numerous child justice reform initiatives have been effectively implemented, notably the establishment and expansion of the Family and Juvenile Court system across many localities nationwide.

Ambassador Julien Guerrier also expressed his wish to continue listening to the needs and proposals of the Supreme People’s Court of Viet Nam so that the EU could provide more focused and effective support in the coming period.

Appreciating the EU’s practical support for Viet Nam in recent years, Chief Justice Nguyen Van Quang affirmed that the shared objective of both Viet Nam and the EU is to build a developed, democratic and equitable society centred on people.

He noted that Viet Nam’s National Assembly had recently passed the Law on Rehabilitation and Bankruptcy and the Law on Specialised Courts at the International Financial Centre, both featuring many new provisions and innovative approaches. On that basis, the Supreme People’s Court hopes to continue receiving support and experience-sharing from European countries during the implementation process.

In addition, the Chief Justice expressed his hope that the EU would maintain objective and positive assessments of Viet Nam’s efforts to ensure and promote human rights.

Concluding the meeting, Chief Justice Nguyen Van Quang expressed confidence that, on the foundation of the Viet Nam–EU Comprehensive Strategic Partnership and with Ambassador Julien Guerrier serving as a bridge between the two sides, cooperation between the Supreme People’s Court of Viet Nam and EU partners would continue to expand in depth and effectiveness, making meaningful contributions to Viet Nam’s judicial reform process.

For his part, Ambassador Julien Guerrier reaffirmed his commitment to further strengthening and nurturing the positive cooperative relationship between Viet Nam and the EU, including in the fields of justice and law.
