Message of peace, cooperation, and development

At the invitation of General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping, State President Luong Cuong is attending the ceremony marking the 80th anniversary of the victory of the world’s peoples over fascism and working in China from September 2 to 4, 2025. This is President Luong Cuong’s first working visit to China in his capacity as the head of state.

The visit takes place against the backdrop of an increasingly complex and unpredictable world situation. Major power competition has grown more intense, though dialogue is still maintained. The Asia-Pacific and Indian Ocean regions remain engines of global growth but are also focal points of great power rivalry. In resolving conflicts at hotspots, new issues have emerged with powerful, multi-layered impacts on the international and regional context.

Having gone through protracted wars for national independence, freedom, reunification and development, Viet Nam is respected worldwide as a nation symbolic of tireless struggle and as an active contributor towards peace and justice for humanity. Immediately after the celebration of the 80th anniversary of the August Revolution and National Day on September 2, President Luong Cuong’s participation in the ceremony marking the 80th anniversary of the victory over fascism by the peoples of the world demonstrates not only a responsible voice, but also Viet Nam’s support for global efforts for peace, security, and development.

Coming right after the visit to Viet Nam for attendance at the celebrations of the 80th anniversary of the August Revolution and National Day by a high-level delegation of the Chinese Party and State along with soldiers of the Chinese People's Liberation Army, President Luong Cuong’s working trip also highlights the mutual support between the two parties and two countries in their historic struggle for national liberation in the past, as well as in national construction and development today.

Amidst a global economic slowdown, despite numerous difficulties, China has still achieved high economic growth compared to other major economies and many breakthroughs in science and technology. As close neighbours, sharing mountains and rivers, and having gone through many upheavals in history, Viet Nam and China have consistently affirmed that stable bilateral relations bring fundamental, long-term benefits to both peoples.

From that shared perception, the comprehensive strategic cooperative partnership and the Viet Nam–China Community with a Shared Future of Strategic Significance continue to grow positively and comprehensively, following the orientation of “six betters”. In the context of the 75th anniversary of diplomatic relations (1950–2025) and the Viet Nam–China People-to-People Exchange Year 2025, the two countries are further promoting exchanges and contacts at high and various levels in flexible forms. Security and defence dialogue and cooperation mechanisms have been consolidated and strengthened, reflecting a high level of political trust.

In terms of trade cooperation, in 2024 Viet Nam remained China’s largest trading partner in ASEAN and fourth largest overall. In the first seven months of 2025, Viet Nam–China bilateral trade has reached more than 136 billion USD. Regarding investment, China ranked first in 2024 in the number of new projects and third in total registered capital. Viet Nam welcomed around 3.74 million Chinese visitors in 2024, up 114% compared with 2023. Both sides continue to emphasise that bilateral cooperation still has great potential for further development and expansion.

In that context, President Luong Cuong’s participation in the ceremony commemorating the 80th anniversary of the victory of the world’s peoples over fascism and his working visit to China reaffirm the positive momentum in the Viet Nam–China Comprehensive Strategic Cooperative Partnership and the Community with a Shared Future of Strategic Significance. It also reaffirms Viet Nam’s consistent policy of valuing and wishing to consolidate and strengthen political trust, and effectively implement high-level common understandings, particularly during the mutual state visits by the two countries’ general secretaries.

Acknowledging the positive results achieved in recent times, especially in investment and science–technology, both countries are further expanding cooperation in other fields, implementing new areas such as innovation, private sector development, digital transformation, green transition, and smart cities in a practical, effective, and sustainable manner, making concrete contributions to the development goals of both countries.

President Luong Cuong’s visit to China further underscores Viet Nam’s foreign policy of independence, self-reliance, diversification and multilateralisation of external relations, with proactive and active comprehensive and extensive international integration; while also conveying Viet Nam’s strong message of responsibility and contribution to peace, stability, cooperation, and development in the region and the world.
