New Lao National Assembly House: A symbol of Vietnam – Laos special relationship

The new National Assembly (NA) building of Laos, a symbol of the Vietnam – Laos special relationship, is a gift presented by the Vietnamese Party, State and people to their Lao counterparts.

The project was committed as a gift from the Vietnamese Party, State and people to the neighbouring country during General Secretary of the Communist Party of Vietnam Nguyen Phu Trong’s visit to Laos from November 24-26, 2016.

The building is a project of significance, following education and health projects that Vietnam supported previously, helping enhance its neighbour’s infrastructure, thereby facilitating its development.

Vietnam’s Ministry of Construction was the project’s main investor and Army Corps 11 of the Ministry of National Defence was the builder. Spanning 7,000 sq.m at Thatluang Square in downtown Vientiane, it has five stories and one basement.

Chairman of the Lao NA Saysomphone Phomvihane hailed the new parliament building with its elegant look an architectural style imbued with the traditional Lao culture. The building will be an interesting place to visit for visitors and Lao people alike, particularly youngsters and students from the two countries, he stressed.

He said the Lao NA plans to set up a display area inside the building to exhibit photos and information about the establishment and development of the Lao NA, as well as the cooperation between Laos and Vietnam and the two legislative bodies in particular.

The new NA house will contribute to improving Lao parliament’s operational efficiency in implementing its political tasks, he added.

The edifice’s design was inspired from the Lao national flag and imbued with a traditional Lao architectural style, which can be seen through its decorative folklore motifs and sloping roof, and a mixture of building materials such as a tiled roof, wood, and stone.

The building is designed with many multi-functional spaces to host domestic and international delegations, meetings, and training sessions as well as important national events and ceremonies.

One of the prominent spaces is the meeting room of the NA and its supporting area, designed with domed vault and windows decorated with traditional Lao decorative motifs and patterns. Mounted on the room’s ceiling is a 3 metre-diameter crystal chandelier designed as a modified frangipani flower.

The construction of the building started in 2017 anas d completed in August 2021 with a great effort made by officers and soldiers from the Vietnamese Ministry of Defence’s Army Corps 11 despite the many difficulties caused by COVID-19.

According to Major General Nguyen Quoc Dung, Commander of Army Corp 11, during the construction progress, his unit received much care, support and encouragement from the leaders of Laos, particularly during Vietnam’s major celebrations, including the lunar New Year Festival.

The new NA house has been put into operation and it hosted the first session of ninth NA of Laos from March 22 to 26, 2021 and the first extraordinary session of the of the ninth NA of Laos is also taking place there.
