Plan outlines six key tasks for implementing Cybersecurity Law

On March 16, Prime Minister Pham Minh Chinh signed Decision No. 437/QD-TTg, approving the Plan for implementing the Cybersecurity Law. The plan assigns six major groups of tasks to ministries, sectors, localities, and relevant agencies.

First, from 2026 onwards, the Ministry of Public Security will lead efforts to disseminate information and provide guidance on the Law. This will be carried out in coordination with ministries, sectors, press agencies, and local authorities through mass media.

Second, the Ministry of Public Security will also coordinate with ministries, ministerial-level agencies, Government-run bodies, and People’s Committees of provinces and centrally-run cities to prepare materials and organise specialised training conferences. These will strengthen knowledge of cybersecurity law and operations among agencies, units, and localities.

Third, the Ministry of Public Security is tasked with reviewing legal normative documents related to the Law within its management scope. Other ministries, ministerial-level agencies, and People’s Committees must conduct similar reviews within their respective areas and submit results to the Ministry of Public Security by April 1, 2026. The Ministry will consolidate these findings and report to the Prime Minister by June 15, 2026.

Fourth, by July 1, 2026, the Ministry of Public Security, in collaboration with the Government Office, Ministry of Justice, and other relevant agencies, will draft and issue detailed legal normative documents guiding the implementation of the Law. In parallel, the Ministry of National Defence will coordinate with relevant bodies to issue two Government Decrees on civilian cryptography activities and one Decree detailing certain provisions of the Cybersecurity Law under its remit.

Fifth, the Ministry of Public Security will draft a Prime Ministerial Decision establishing the List of National Security Critical Information Systems. This Decision is scheduled to be promulgated by December 31, 2026.

Sixth, from 2026 onwards, the Ministry of Public Security will lead monitoring and inspection of the Law’s implementation. This will involve coordination with ministries, ministerial-level agencies, Government-run bodies, People’s Committees, and other relevant organisations to ensure compliance with the Law and its guiding regulations.
