Q: How does Ho Chi Minh City develop its high quality human resources?
A: Ho Chi Minh City has always paid attention and attached much importance to developing human resources, considering it as a key factor in development. The municipal Party Committee’s 7th and 8th Party Congress Resolutions in 2001- 2005 and 2006- 2010 define the development of human resources as one of the key tasks.
The city Party Committee and the city People’s Committee has decided to increase the budget for the development of infrastructure for schools, educational and vocational centers as well as fostering talents. We also have a special team in charge of establishing a plan on improving the quality of human resources in the collective economic sector and on providing human resources training for small and medium businesses.
At present, the number of professional scientific and technical staff in the city accounts for 30% of the country while as of 2010, around 55% of the government staffs are of graduate or post graduate level or are vocationally trained. Investment in education receives a year-on-year increase with about 24% of the current budget spending and 20% of the capital building budget of the city. The education system gets good results and receives a good public response. To date, the city has a total of over 1,500 schools which can accommodate 1.3 million students from primary to secondary levels; 72 universities and colleges which account for 17.6% of the total number in the whole country and 370 vocational schools.
Q: What are the highlights of the human resources development programme in the future?
Development and improvement of the quality of human resource in the 2011-2015 period is one of the six breakthrough programmes approved by the 9th Party Congress of the municipal Party Committee with a target of strengthening human resources to meet the demand of construction, development, international economic integration, industrialisation and modernisation. This programme includes the improvement of the quality of tertiary education, vocational education, business training, fostering young talents particularly in culture, arts and physical education and sports, and human resources training for the political system so as to have more young leaders in the offices and organisations.
Q: What’s the key to achieving high quality human resources?
From the reality in Ho Chi Minh City, we think that it’s necessary to restructure the fields of training to align it with the current demand of development for high quality human resources. We should also create a balance between the small scale in vocational training and the much bigger scale for tertiary training. Each local area should make its own plan for human resources development which is in accordance with both its characteristics and the plan of the region and sector. Priority policy is also needed for investment in infrastructure which is considered as a condition to realise the plan for human resource training. Only then can we have a high quality human resource, meeting the demand of local areas while helping to ease the training load of big cities like Hanoi and Ho Chi Minh City

Attracting more young people to join the Party
Q: Could you tell us about the results you have achieved in Party development work among young people in Can Tho City?
A: In recent years, the Party Committees at all levels in Can Tho City have paid great attention to Party development work amongst the youth. The Ho Chi Minh Communist Youth Union of Can Tho City has focused on renewing its performance. Since the campaign 'Youth union members striving to become Vietnamese Communist Party members' launched, over 3,500 out of 15,000 exceptional youths introduced received the honour to become Party members from 2007 to 2010.
Q: What should be done to strengthen Party development work among the youth in Can Tho?
A: I think that we should pay more attention to improving the performance of the Youth Union and the Vietnam Youth Federation in all their aspects.
Firstly, the Party's leadership must be promoted and the awareness of the Party organisations and members on the role of youth union members and youth organisations should be improved. The Party should pay particular attention to developing the Youth Union at all levels because 'to build a strong Youth Union is to build the Party one step ahead'. We can also entrust young people with difficult tasks requiring their enthusiasm in order to unlock their potential and encourage them to do the right things as well as promptly correct their shortcomings.
Secondly, the co-operation and support of relevant agencies, sectors and associations in building the Youth Union is also of great importance. This is the basic answer for creating favourable conditions for the youth organisations to organise activities. We also need good staff to develop youth union work. In fact, Can Tho City has implemented plans to train young staff. Many young staffs who have tertiary and postgraduate education from home and abroad are currently working in the city and many of them are holding key positions in Party and government agencies.
Thirdly, strengthening and improvement of the quality of operation of the Youth Union is also considered as a key. The Youth Union should attach importance to improving their work performance and building a stronger Party Committee, thus contributing to the socio-economic development of their local areas.
