Politburo issues resolution on reforming Vietnam Trade Union

Party General Secretary Nguyen Phu Trong signed and promulgated the Politburo’s Resolution No. 02-NQ/TW, dated June 12, 2021, on renewing the organisation and operation of the Vietnam Trade Union in the new situation.

The Resolution mentions the operation and achievements as well as the inadequacies of the Vietnam Trade Union, therefore outlining directions, goals and solutions for the union to improve its performance until 2045.

According to the Resolution, after over 90 years of establishment and development, the Vietnam Trade Union has matured in all aspects, making worthy contributions to the great victory of the revolution and the building of a stronger working class.

However, the organisation and operation of the Trade Union still reveal limitations and weaknesses and have yet to meet the requirements of the new situation. The development of trade union members and grassroots trade unions has not been commensurate with the development of enterprises and employees while the quality of trade union members is not high and the efficiency of grassroots trade unions is still limited, the Resolution states.

Therefore, building a strong Vietnam Trade Union and a modern and strong Vietnamese working class to meet the requirements of the new situation is the responsibility of the Party, the political system, and the whole society.

Under the Resolution, Vietnam strives to have 16.5 million trade union members by 2030 and over 85% of enterprises with their trade unions able to sign collective labour agreements.

Vietnam also aims to see almost all employees are members of the Vietnam Trade Union and 99% of enterprises with their trade unions able to sign collective labour agreements by 2045.

To achieve the set targets, the Resolution puts forth six groups of solutions with the first solution focusing on developing grassroots trade unions and trade union members.

Another solution is to perfect the organisational model and build a team of professional and qualified trade union leaders to meet the requirements of the new situation.

It is also advisable to renew the operation method of trade unions and build a strong enough financial source to perform functions and tasks of trade unions.

One important solution is to strengthen the Party’s leadership over organisation and activities of trade unions and complete relevant policies and laws as well as enhancing the coordination between State agencies, the Fatherland Front, socio-political organisations, economic organisations, and social organisation with trade unions.
