Continuing to issue documents directing Party building work

On the sidelines of the 13th National Party Congress, Standing Deputy Secretary of the Hoa Binh Provincial Party Committee cum Chairman of the Provincial People’s Council Bui Duc Hinh granted Nhan Dan (People) Newspaper an interview on issues revolving the Party building work.

Q: The Party building work in the past term has achieved many encouraging results. In your opinion, what are the solutions contributing to that change?

A: The Party has concurrently applied a number of synchronous solutions to build a pure and strong Party. What impresses me the most is the Party’s timely promulgation of many resolutions and regulations on Party building, creating an important political premise to step up the Party building and rectification. Among the strategic and significant documents are the Resolution of the fourth plenum of the 12th Party Central Committee on enhancing the building and rectification of the Party, and preventing and repulsing the degradation in political ideology, ethics and lifestyle as well as the manifestation of the internal “self-evolution” and “self-transformation”; Resolution No. 18-NQ/TW on a number of issues on furthering renewing and rearranging the organisational apparatus of the political system to be streamlined and operate effectively and efficiently; Resolution No. 19-NQ/TW on the continued renovation of the organisational system and improvement of the quality and efficiency of public non-business units; Resolution No. 26-NQ/TW on focusing on building a contingent of all-level cadres, especially strategic level ones, with sufficient virtue, capability, and prestige on a par with their assigned tasks”; and Regulation No. 08-QDi/TW on the responsibility of setting examples among cadres and Party members, especially Politburo members, members of the Party Central Committee’s Secretariat, and members of the Party Central Committee. The implementation of the aforementioned guiding documents has brought about important initial results. It can be said that a series of the Party Central Committee’s directive documents in the 2015-2020 term, as well as documents issued by all-level Party committees to concretise those directions, have formed the foundation for the following terms.

Q: In your opinion, has the system of the Party’s directive documents been perfect yet?

A: It may take a long time to turn the system of issued documents into a habit and self-awareness, but if the Party resolutely and persistently follows the outlined path, the Party building work will surely achieve good results. The most important is to keep abreast of the directive documents on Party building in the 12th tenure and the previous terms, while adding new regulations on the management of cadres and Party members and overcoming the shortcomings in the Party building work that the 13th Congress pointed out. In my opinion, there should be documents specifying the collective and individual responsibility for mistakes, the responsibility for investment policy and implementation of socio-economic development projects, the control of power in the Party and State agencies, and the collection of public opinions about the cadres proposed by Party organisations.

Among the number of cases handled in the past term, there were some that happened many years ago, involving the responsibilities of many generations of cadres. In some cases, the leaders of the Party committees in the previous tenure issued improper policies, and their successors then had to bear the consequences. Currently, the abuse of positions and powers still takes place, with many new violations having been detected related to infrastructure, transport and urban land projects, but the handling process faces many difficulties. For violations of economic management, it must be pointed out that the errors are due to inadequate, overlapping, inconsistent mechanisms, policies and laws, or cadres’ weak capabilities, or intentional. To properly address those cases, each violation must be clarified at each time to properly attribute the responsibility, thus completely convincing cadres. These matters need to be further handled during the 13th term on the basis of the Party’s directive documents and the practical and effective organisation of the implementation of those documents.
