Q: Documents of the 13th National Party Congress evaluated that the Party building work on organisation has been implemented with high political determination. How has An Giang Provincial Party Committee implemented the work?
A: An Giang has actively taken measures to implement the Resolution 18-NQ/TW of the 6th Plenum of the 12th Party Central Committee on reforming and reorganising the apparatus of the political system towards a streamlined, effective and efficient operation.
Since 2008, An Giang has been one of the few localities nationwide to have piloted and maintained the model in which the party secretaries of all 888 residential areas also serve as the heads of the areas. The model is also adopted in 132 out of 156 communes, wards and towns and in 4 out of 11 districts in the province.
The merging of the posts as party secretary and chairman of the people’s committee of the same level has created a high consensus in the building of policies and resolutions on developing socio-economic situation and addressing pressing issues.
It has also facilitated the coordination between the authorities, fatherland fronts, and political-social organisations as it helps to reduce payrolls and administrative costs, and promote the efficiency at work, and eliminate the situation of disagreement between the party secretary and the chairman of the People's Committee at the same level.
In addition, the provincial Party Committee has attached special attention to the personnel work and human resource training. The province currently has four associate professors, 83 doctors and 1,400 masters.
During the 2015-2020 term, more than 87,700 cadres, public servants and public employees received training both at home and abroad, basically meeting the immediate and long-term requirements for human resources.
The Party committees at all levels have also focused on strengthening and improving leadership and fighting capacity, and operational efficiency of party organisations; creating positive changes in awareness and responsibility of Party members.
Q: Enhancing Party building on personnel is an important requirement in the new era. What measures have An Giang Provincial Party Committee taken to promote the vanguard and exemplary role and responsibilities of cadres and Party members?
A: The province has drastically implemented the 11th and 12th Party Central Committee’s Resolution No. 4 on enhancing the building and rectification of the Party, the Politburo’s Directive No. 05-CT/TW on strengthening the study of and adherence to the thought, morals and style of President Ho Chi Minh, the provincial Party Committee’s Directive No. 15-CT/TU on enhancing discipline, and increasing the efficiency of political system in the province.
The Standing Committee of the Provincial Party Committee continues to pay attention to creating a favourable environment to promote the capacities, advantages, creativity and contribution of cadres and Party members; as well as to nurturing outstanding and promising party members in order to meet immediate and long-term requirements of human resources.
Priorities have also given to strengthening the control of power in order to prevent abuse of power, and promoting people's active role in participating in enhancing Party building and building local government.
Considering Party building as a key task in the 2020-2025 period, the Standing Committee of the Provincial Party Committee is determined to make radical changes in building a transparent and strong Party, enhancing leadership and fighting capacity of the Party and Party's organisations, affirming the comprehensive leadership of the Party, sparking the aspirations for development, and raising responsibility and determination among cadres and Party members in a bid to overcome difficulties, challenges and create a breakthroughs for the province's socio-economic development.
