Breakthroughs in improving quality of training and exercises

Upholding the resolution of the Central Military Commission on “Training and exercises in the new situation”, Military Region 5 has, from the beginning of its term, implemented practical activities that help concretise the Party’s viewpoint on building an “elite, compact, strong” army, thereby meeting the requirements of national defence in the current period.

Breakthroughs in improving training quality

As Division 2 is the main division with sufficient troops of Military Region 5, the Party Committee, the Command of Division 2, unit-level Party cells, and commanders of agencies and units always identify training and education as a key political task — one of the three breakthroughs playing an important role in deciding the overall quality, level, capability, and combat strength of the unit — and they have been resolutely implemented in a synchronous and comprehensive manner right from the beginning of the term.

Lieutenant Colonel Nguyen Long Vong, Deputy Commander and Chief of Staff of Division 2, said that over the past term, the Party Committee and Division Command have focused on leading and directing units to proactively prepare, manage, and conduct training in a rigorous and systematic manner, in line with the content and programmes set out in the plan. Party committees and unit commanders have closely integrated military training with political education, while simultaneously combining training with troop conditioning measures. As a result, the unit’s overall strength has been significantly improved.

Recognising that cadres are the “core of the core”, the Party Committee and the Command of Division 2 have paid special attention to cadre training, particularly for squad-level cadres, newly graduated and newly appointed officers. The training and education content has been comprehensive but focused on combat planning, organising exercises, commanding, and unit management. Officers must clearly understand their operational targets and have knowledge of military science, politics, socio-economics, and law. Through the training, the officers have made practical innovations, that are close to the reality of the unit, the area, and the target of combat, thereby fundamentally meeting the requirements of set tasks. Since the beginning of the term, four units have been recognised as “Excellent Training Units” at the ministry level, and nine at the Military Region 5 level.

Not only in Division 2, Party committees at all levels within Military Region 5’s armed forces have concretised breakthrough content into resolutions, specific programmes and plans close to their duties, ensuring effective, rigorous implementation. Regular inspections, evaluations, and experience reviews have been conducted to address limitations and shortcomings. Emphasis has been placed on comprehensive, fundamental, and synchronised renewal, identifying “innovating training content, programmes and organisation methods as the breakthrough focus, and improving officer training quality as the key.”

Training and education content has been built to be “focused, unified, synchronised, efficient, and non-overlapping”; night training, task-based and combat-based training has been intensified; mastery of assigned weapons and equipment, especially new technical equipment, has been prioritised; and the application of science and technology has been actively promoted to improve training standards and quality.

Improving quality of defensive area exercises

In 2021, the Standing Committee and Party Committee of Military Region 5 Command chose Da Nang City as the first locality for the 2020–2025 term to conduct a defensive area exercise. Despite the complex developments of the Covid-19 pandemic, thanks to the proactive engagement of the Da Nang Municipal Party Committee, People’s Council, People’s Committee, and relevant departments, Da Nang successfully completed the “one-side, two-level defensive area exercise” with absolute safety, achieving all objectives.

According to Major General Le Ngoc Hai, Commander of Military Region 5, the “DNa-21” exercise featured some new points in organising martial law enforcement and curfew exercises; The exercise of mobilisation and handover of civilian personnel, ships and vehicles at sea according to Decree 30 and Decree 130 of the government.

Not only Da Nang, but many local administrations within the Military Region have carried out defence exercises with proactive and coordinated leadership and direction. So far, agencies and units have proactively coordinated with Party committees and authorities at all levels to successfully organise of defensive area exercises combined with civil defence at the provincial and district levels and combat defence exercises at the commune level with good results. This is an opportunity to check, evaluate and affirm the leadership and direction capacity of Party committees and authorities and the combined strength of the entire political system at all levels to proactively protect the Fatherland early and from afar, ready to firmly protect sovereignty and territorial integrity in all situations.

The Standing Committee and the Party Committee of Military Region 5 have directed localities bordering Laos to invite their Lao counterparts to participate in defensive area exercise in conjunction with civil defensive exercises. The exercise content is close to the new combat methods of the target, selecting non-traditional security challenges such as natural disasters, storms and floods.

Along with socio-economic development, the provinces and cities in the Central and Central Highlands regions always focus on national defence and security work, especially thoroughly grasping and implementing Resolution No. 28 of the 10th Politburo on "Building provinces and cities into solid defence zones" and Resolution No. 28 of the 11th Party Central Committee on "The strategy for protecting the Fatherland in the new situation."

Military Region 5 has thoroughly prepared for and participated in exercises held by Ministry of National Defence, which has been recognised and highly appreciated.

Localities have allocated significant budgets to the construction of key defence works, actively contributing to the development of armed forces that are “disciplined, elite, and modern”, maintaining political security and reinforcing national defence, thus meeting the requirements of protecting the Fatherland in the new period.

In the coming period, Party committees and commanders at all levels in the armed forces of Military Region 5 will continue to closely follow practical conditions, focusing leadership and direction on the comprehensive and synchronised implementation of breakthrough contents in line with resolutions of central agencies and the Central Military Commission, as well as directives of the Ministry of National Defence, on streamlining apparatuses and building the two-tier local governance model. These efforts will contribute to building a pure and strong Party Committee of Military Region 5, with comprehensively strong armed forces capable of fulfilling all tasks entrusted by the Party, State, Central Military Commission, Ministry of National Defence, and people of Viet Nam.
