PM asks for acceleration of production, distribution and use of biofuels

The Prime Minister has issued Directive No. 07/CT-TTg on accelerating the production, blending, distribution, and use of biofuels in Viet Nam.

The Directive makes clear that current biofuel consumption remains limited and has yet to meet the targets set.

Accordingly, the Prime Minister has requested ministers, heads of ministerial-level and government-affiliated agencies, and chairpersons of provincial and municipal People’s Committees to promptly incorporate and integrate targets for promoting biofuel consumption into strategies, projects, master plans, plans, and legal documents in their respective sectors and fields scheduled for issuance in the coming period.

At the same time, they are required to review and assess the potential and effectiveness of new sectors and fields related to the development, production, and consumption of biofuels; and to accelerate the implementation of programmes, projects, and pilot models associated with biofuels, particularly in transport, industry, and agriculture.

The Directive also calls for intensified communication efforts to raise public and business awareness of the role, significance, and economic, social, and environmental benefits of biofuels, as well as strengthened coordination and information-sharing among relevant units in promoting biofuel development.

The Prime Minister has further tasked the Ministry of Industry and Trade with taking the lead, in coordination with ministries, sectors, and localities, in formulating a detailed plan to implement the roadmap for applying biofuel blending ratios with conventional fuels; ensuring a stable supply of bio-petrol to meet domestic market demand; encouraging enterprises to invest in infrastructure serving the production and consumption of biofuels; inspecting and supervising implementation in accordance with regulations; and promoting domestic biofuel production, gradually ensuring self-reliance in the supply of E100.

In addition, the Ministry of Industry and Trade is required to closely monitor domestic and international markets, analyse and forecast developments in biofuel supply and demand to ensure stable provision and timely response to consumption needs; and to develop contingency scenarios in the event of market fluctuations in order to minimise risks for consumers and businesses.
