Accordingly, the entire political system, from the provincial level down to the grassroots, has been mobilised in a coordinated manner, ensuring strict adherence to the prescribed timeline and working towards the successful organisation of the nationwide election day.
Do Manh Hung, member of the Viet Nam Fatherland Front Committee of Quang Ninh Province, said the election work has been carried out in a decisive, focused, and synchronised manner from the provincial to grassroots levels. As a result, procedures have been streamlined while still ensuring all requirements are met in accordance with legal regulations, avoiding mistakes.
The provincial Election Committee translated the plan of the National Election Council into a detailed action programme, clearly assigning responsibilities, tasks, and timelines. Preparatory steps have been proactively implemented by Party committees, authorities, the Fatherland Front, and election-related organisations across the province. These include leadership and direction work; establishment of election bodies; personnel preparations; organisation of consultative conferences; adjustment of the number, structure, and composition of People’s Council deputies at all levels; determination of electoral units and the number of deputies to be elected in each unit; organisation of candidate introduction conferences; receipt of candidate dossiers; and preparation of necessary facilities and conditions to ensure the election is conducted carefully, thoroughly, and in line with statutory deadlines.
Tran Trong Lan, Chairman of the Quang Ninh Educators’ Association, shared that as a voter, he places high expectations on the candidates this time. He expressed hope that they are individuals of genuine credibility and capability, representing the voice of the people to contribute to realising socio-economic goals in the country’s new development phase.
At the same time, the receipt and transfer of candidate dossiers have been organised in a scientific and transparent manner. Election Committees at all levels have widely announced the time and location for receiving dossiers, arranged dedicated rooms, opened monitoring logs, and assigned officials to directly handle submissions. The consultative and candidate introduction processes have been conducted methodically and democratically.
Based on the results of consultative rounds, Standing Committees of the Fatherland Front at all levels have guided agencies and organisations in holding leadership meetings, voter conferences, and expanded leadership meetings to select and introduce qualified candidates. Most candidates have received high confidence votes, reflecting consensus and unity across the political system.
Le Ngoc Thanh, Secretary of the Party Committee and Head of the Election Steering Committee of Hong Gai Ward, said that it is essential to uphold the role and responsibility of each leader, cadre, and civil servant assigned election tasks, especially Party secretaries, residential group heads, and neighbourhood leaders, in strengthening communication, guidance, and implementation to ensure compliance with timelines and legal procedures.
Quang Ninh Province has 1,243 polling stations, in which 36 are separate polling stations comprising 33 for armed units, one at a school, one at a compulsory rehabilitation facility, and one in an industrial park; 115 are joint polling stations between local authorities and armed units; and 135 polling stations have fewer than 300 voters.
To ensure thorough preparations, the provincial Election Committee has directed communes, wards, and special administrative units to carefully review polling locations such as cultural houses, cultural and sports centres, armed unit facilities, schools, and offices, while not selecting private homes as polling venues. Polling locations have been selected to ensure they are well-equipped, appropriate, and convenient for voters, with designated entry and exit routes in accordance with regulations.
People’s Committees of communes, wards, and special administrative units have also established 1,243 election teams, with a total of 20,893 members across the province.
The compilation and public posting of voter lists have been strictly carried out by People’s Committees at the commune and ward levels. Commune-level police have coordinated in extracting population data to assist local authorities in compiling voter lists.
At the same time, localities have maintained traditional methods of listing voters by household, residential group, and alley to avoid omissions and facilitate updates on voter changes.
The province has also proactively developed mechanisms for receiving citizens and handling complaints and denunciations related to the election, establishing specialised teams and ensuring close coordination among the Fatherland Front, local authorities, police, and inspection bodies. To date, no complaints or negative public opinion related to the election have been recorded.
Lieutenant Colonel Pham Thi Hoai Thu, Chief of Police of Mong Cai 3 Ward, said that her unit has directed officers to closely coordinate with provincial police departments and local police forces to promptly and accurately verify the political standards of candidates, facilitating the completion of political background checks at the earliest possible time.
To date, the province has completed the second phase of election work. Tasks have been implemented in accordance with legal provisions and in line with local realities, ensuring caution, thoroughness, strict compliance, and adherence to the prescribed schedule.
Quang Minh Cuong, Secretary of the Quang Ninh Provincial Party Committee, stated that with limited time remaining before election day, all levels, sectors, and election bodies must intensify leadership and direction, actively prepare, and successfully organise the election in a democratic, lawful, and safe manner.
He stressed that all steps must be implemented in a coordinated and serious manner, in strict compliance with the law, procedures, authority, and timelines; responsibilities, tasks, and outcomes must be clearly assigned, with heads of agencies bearing primary responsibility; and democracy, openness, and transparency must be ensured, and no mistakes allowed.
With proactive, comprehensive, and responsible preparations, Quang Ninh Province is finalising arrangements for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure, ensuring that the nationwide election day is conducted democratically, lawfully, safely, and successfully, thereby strengthening public confidence in the political system as the country and the locality enter a new era of development.
