NA Chairman: NA must take the lead in digital transformation and AI adoption

The National Assembly (NA) must take the lead in digital transformation, digitisation, and the application of artificial intelligence (AI).

The remark was made by NA Chairman Tran Thanh Man at a working session with the Standing Committee of the NA’s Committee for Science, Technology, and Environment on February 24.

NA Chairman Tran Thanh Man called for continued attention to professional training and capacity-building for officials and civil servants, particularly younger staff, and for increased engagement at the grassroots level to better grasp social realities and provide policy advice grounded in practice.

While welcoming the transfer of the “Digital Literacy for All” movement to provincial- and commune-level People’s Councils, Tran Thanh Man stressed that this was only an initial step. The Committee, he said, should continue researching ways to upgrade the application.

The event was attended by NA Vice Chairman Le Minh Hoan; Party Central Committee members Le Quang Manh, Secretary General of the NA and Chairman of the NA Office; Nguyen Huu Dong, Chairman of the NA’s Committee for Deputy Affairs; and Nguyen Thanh Hai, Chairwoman of the NA’s Committee for Science, Technology, and Environment.

Presenting the Committee’s 2025 work report, Nguyen Thanh Hai noted that its workload had risen sharply compared with previous years, spanning legislative duties, oversight, decisions on major national issues, and Party-building tasks.

Nevertheless, under the close leadership and direction of the National Assembly’s leadership, the NA Standing Committee, and the Party Committee of the NA, the NA’s Committee for Science, Technology, and Environment had successfully and comprehensively fulfilled its assigned goals and tasks.

Commending the Committee’s achievements in 2025, the NA Chairman recognised the dedication of its leadership and staff in handling a substantial volume of work.

He urged the Committee to harness the expertise of full-time National Assembly deputies who are intellectuals and scientists in legislative and supreme oversight activities related to science, technology, and environmental affairs, and to strengthen in-depth consultancy and policy review based on scientific evidence and practical realities.

Earlier the same morning, speaking at a working session with the NA’s Committee for National Defence, Security, and Foreign Affairs, the Chairman expressed his impression at the Committee’s achievements in 2025. The Committee had examined a large number of draft laws for submission to the eighth, ninth, and tenth sessions of the National Assembly.

For 2026, he called on the Committee to further enhance the quality of its appraisal of draft laws and resolutions. Emphasising that more concise legislation is easier to implement, he noted that incorporating detailed decrees and circulars directly into laws is no longer suited to the country’s development at this stage.

He requested that the Committee closely monitor global developments, particularly in ASEAN countries, as well as domestic conditions and hostile forces seeking to undermine the country, especially in the lead-up to the upcoming elections of deputies to the National Assembly and People’s Councils at all levels. Security, order, and social safety must be ensured for the electoral process, with relevant agencies working in close coordination to monitor the situation before, during, and after the elections to ensure their success.

He also underscored the need to pay due attention to the NA’s external relations agenda, parliamentary diplomacy, multilateral conferences, and substantive bilateral visits. He called for clear and specific exchanges and delineation of responsibilities across sectors and individuals in charge.
