The Ho Chi Minh Municipal People’s Committee has set a target that 100% of administrative procedures must be promptly announced and publicly disclosed. It will review and propose the reduction or simplification of 100% of unnecessary, overlapping, or unclear business investment requirements and abolish all business requirements for sectors not listed as conditional under the Law on Investment.
Notably, under the plan, the city strives to reduce by 50% both the processing time and compliance costs for administrative procedures compared to 2024, particularly for procedures regulated in documents issued by the City People’s Council and the People’s Committee.
In the field of online public services, the city aims to ensure that 100% of eligible administrative procedures are provided fully online, with at least 80% of applications processed entirely in the digital environment.
To successfully achieve these targets, the municipal People’s Committee has assigned departments, agencies, and commune-level People’s Committees to effectively implement the plan in accordance with their functions and responsibilities while ensuring progress.
The Office of the Ho Chi Minh Municipal People’s Committee is responsible for providing guidance, conducting inspections, urging implementation, and promptly reporting to city leaders any difficulties or obstacles arising during the process.
The close integration of administrative reform with digital transformation and the implementation of Project No.06 is expected to create breakthroughs in governance, management, and public service delivery in Ho Chi Minh City in 2026.
