Concluding the meeting, the Deputy Prime Minister emphasised that the overarching principle in drafting the Decree is to thoroughly grasp Resolution No. 79-NQ/TW of the Politburo, while complying with the Party’s regulations on personnel work, ensuring consistency with the Law on Management and Investment of State Capital in Enterprises, the Law on Management and Use of State Capital Invested in Production and Business at Enterprises, and other relevant laws. The goal is that by 2030, 100% of state-owned groups and corporations will apply governance principles in line with the Organisation for Economic Co-operation and Development (OECD) standards.
At the same time, there is a requirement to continue strong administrative procedure reform, promote decentralisation and delegation of authority in order to enhance the autonomy and accountability of state-owned enterprises.
However, decentralisation must be accompanied by a clear and transparent delineation of appointment authority between the Prime Minister, the ownership representative agency and the enterprise, ensuring no overlap and no gaps in responsibility.
The Deputy Prime Minister noted that it is necessary to focus on two key positions: Chairman of the Members’ Council and General Director. The document should also specify cases considered “necessary and urgent” for competent authorities to consider and decide on appointments, dismissals, removals from office and the implementation of related personnel procedures.
