Under the Resolution, the Government, the People’s Council and People’s Committee of Quang Ninh City, together with relevant agencies and organisations, are responsible for its implementation and for reorganising and consolidating the administrative apparatus in accordance with regulations. They must also ensure stability in people’s lives, maintain the smooth operation of public services, and meet requirements for socio-economic development, national defence and security in the locality.
From September 1, when the Resolution took effect, agencies, organisations and units whose names were associated with “Quang Ninh Province” have been renamed to operate under names associated with “Quang Ninh City”.
Documents and papers issued before this date that remain valid or within their validity period will continue to be used until they expire or are amended, replaced, repealed, cancelled or withdrawn in accordance with regulations.
In addition to the regimes and policies applicable to centrally governed cities, the special mechanisms and policies previously applied to Quang Ninh will continue to remain in effect across the city until their prescribed expiry dates or until otherwise decided by competent authorities.
The entry into force of Resolution No. 36/2026/QH16 on September 1 not only marks a new milestone in Quang Ninh’s administrative organisation, but also opens up broader development space and places new demands on leadership, management and governance, as well as the organisation of socio-economic space.
Building on its proud traditions, the Party organisation, administration, armed forces and people of Quang Ninh City will continue to uphold the tradition of “Discipline and Solidarity”, strengthen unity, nurture aspirations, dare to think big and act boldly, turn potential into resources and advantages into competitiveness, and transform today’s pride into tomorrow’s achievements. In doing so, they will strive to live up to the trust and expectations expressed by Party General Secretary and State President To Lam at the ceremony announcing the National Assembly’s Resolution on the establishment of Quang Ninh City on August 28.
After 40 years of Doi Moi, Quang Ninh City is entering a new stage of development that requires continued renewal in thinking, more effective governance, and the vigorous promotion of its potential, advantages and the creativity of its people and businesses.
The goal is to build a modern, green, smart and culturally distinctive city; a dynamic growth pole in northern Viet Nam; and a centre for the marine economy, tourism, services and high-tech industry. At the same time, Quang Ninh aims to be a place of peace, stability, cooperation and integration—a city worth living in, visiting, investing in and taking pride in.
