The Prime Minister has assigned the Minister of Construction to direct the review and revision of legal documents on the maritime and waterway sectors; focus on policies to encourage and attract socialised investment in infrastructure and waterway transport vehicles.
It is necessary to continue to promote administrative procedure reform in the fields of registration, licensing, management of vehicles and waterway transport; promote the application of science and technology in management and operation; at the same time, develop a master plan for the development of inland waterway transport infrastructure and services for the 2026-2035 period, clarifying the necessity and learning from domestic and international experiences, proposing appropriate specific mechanisms and policies to promptly invest in and develop inland waterway transport infrastructure and services, and reporting to the Prime Minister in October 2025.
The Prime Minister has also assigned the Minister of Finance to preside over the balancing and allocation of medium-term public investment capital for the 2026-2030 period for key projects on developing waterway and maritime infrastructure; study and propose preferential tax and fee policies for enterprises operating in the above fields; consider the mechanism of supporting loans and preferential credit for investment in building and converting water transport vehicles in accordance with technical and environmental standards, etc.
The Prime Minister has assigned the Minister of Agriculture and Environment to review and simplify procedures for land allocation, land lease, and sea area allocation to develop port infrastructure, inland waterway wharves, etc. according to the planning; review difficulties and report to competent authorities for consideration and adjustment of relevant legal provisions; assign the Chairpersons of the People's Committees of localities to review and allocate land funds, based on the advantages of each locality, proactively propose a list of infrastructure projects that need to be focused on development.
