Deputy Prime Minister Tran Hong Ha directs urgent implementation of Ho Chi Minh City-Long Thanh Expressway expansion project
The Government Office has just issued Official Dispatch No. 5889/VPCP-CN conveying the direction of Deputy Prime Minister Tran Hong Ha on the urgent implementation of the Ho Chi Minh City-Long Thanh Expressway expansion project, in order to ensure that the project will start on schedule on August 19, 2025.
Accordingly, the Deputy Prime Minister agreed with the proposal of the Ministry of Finance and the Viet Nam Expressway Corporation (VEC), allowing the project to be implemented according to the procedures of emergency construction works.
Applying this mechanism will help shorten the implementation time by simultaneously carrying out the following steps: survey, project planning, construction design, budgeting, contractor selection, and construction.
The Deputy Prime Minister requested the implementation process must strictly comply with scientific and technical bases; select reputable, capable and experienced contractors; with no negativity, corruption or group interests, that cause loss of state assets.
The Ministry of Finance and the VEC are assigned to clarify the necessity and urgency of the project in terms of economy, society and politics; determine specific timelines for the project’s commencement and completion and must report to the Deputy Prime Minister before June 27, 2025.
The VEC must also commit to completing the project on schedule, saving costs compared to similar projects.
Previously, in Official Dispatch No. 8029/BTC–DT, the Ministry of Finance proposed the Prime Minister to allow the VEC to implement the project in the form of an emergency project and apply the shortened bidding process according to Article 78 of Decree 24/2024/ND-CP.
According to the VEC’s plan, if approved, the project will be approved on July 24, 2025, the construction design will be completed on August 8, 2025, the contractor will be selected on August 13, 2025 and the construction will officially start on August 19, 2025.
The expansion project will be divided into three main sections. Specifically:
The section from the intersection with Belt Road 2 to Belt Road 3 will be constructed in 13 months and completed in September 2026.
The section from Belt Road 3 to the intersection with the Bien Hoa-Vung Tau Expressway will be constructed in 14 months and completed in October 2026.
The Long Thanh Bridge alone will take 20 months to construct, with the main bridge expected to be closed in December 2026 and completed in March 2027.

Hai Phong invests nearly 3,800 billion VND to build a road connecting National Highway 5 with National Highway 10

The 27th session of the Hai Phong Municipal People's Council, term 2021-2026, adopted the Resolution on investment policy for the project on building a road connecting National Highway 5 with National Highway 10, bypassing the Vinh Bao Town (former Vinh Bao District) with total investment of nearly 3,800 billion VND sourced from the city budget.
The project will be implemented in the period of 2024-2029, including the investment preparation phase from 2024 to 2025 and construction from 2025 to 2029.
The road is about 8km long, with a cross-section of 50.5m wide, including six lanes for vehicles and two side roads. The project will include two grade-separated intersections, eight bridges over canals such as Chanh Duong, Chanh Diec, along with a system of green trees, lighting, signs, technical infrastructure and synchronous traffic organisation.
The investment in the road aims to reduce traffic volumes on National Highway 10, complete the traffic network, improve transport capacity and contribute to promoting the socio-economic development of Hai Phong City and neighboring areas.
